The Malawi Electoral Commission, “the Commission”, is a body created under Section 75(1) of the Constitution of the Republic of Malawi, to supervise, direct and preside over the conduct of all elections in Malawi. In accordance with Section 13 of the Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant positions that exist within its secretariat:
Job Title: Regional Elections Manager
Grade: C4
Responsible: Chief Elections Officer
Purpose
To coordinate and manage all electoral functions at the regional level.
Key Duties and Responsibilities:
- General administration of the Electoral Commission Act (ECA) and other electoral laws.
- Providing technical advice to the head office on policy issues regarding operations of the regional office.
- Managing human, material and financial resources at regional level as well as managing performance,
- Producing budgets for the regional office and regional election programmes.
- Identifying registration and polling staff and organizing their training.
- Designing and implementing regional logistics plans for registration and polling activities.
- Supervising registration and polling process at regional level.
- Receiving and processing registration and polling results in the region and transmitting them to the head office.
- Receiving and classifying nominations of candidates from returning officers in the region for transmission to the head office
- Developing and maintaining linkages with relevant institutions and stakeholders at regional level.
- Monitoring and evaluating performance of the regional and district offices.
- Producing appropriate reports as required from time to time.
Requisite Academic Qualifications and Experience Desired
Master’s Degree Social Sciences, Political Science, Education, Humanities, Management, or Development studies with at least three (3) years of relevant work experience in a senior position
