MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING (MEAL) MANAGER (GRADE 17) – 1
Position Based at the National Office in Lilongwe
Purpose of the position
To provide leadership and technical oversight in the development, monitoring, and review of the national office strategy, as well as program and project implementation improvement. The incumbent will be responsible for providing technical leadership in the development of high-quality programs and projects. This position will ensure that World Vision’s learning is translated into more powerful and impactful programs. The position will also lead quality assurance in programs through the management of an effective team in order to contribute to innovation, technical excellence, the application of learning and DME results, and the influence of the WVM Ministry towards the achievement of strategy objectives and child well-being outcomes. This position will provide leadership and technical oversight in program and strategy measurement; will ensure that Monitoring and Evaluation (M&E) systems are developed and used; and will ensure that the WV Development
Programming Approach is strengthened and implemented across WVM programming.
Major Responsibilities:
Strategy Management
  • Working with the Senior Leadership Team (SLT) ensure country strategy alignment to the Partnership Strategy and the Strategic Development Goals (SDG) with clear ministry alignment, objectives and programme design.
  • Contribute towards the development of sub strategies including technical designs and Area Program plans, resource development strategy, etc.
  • Ensure that Annual Business Plan is developed in consultation with the ST and approved by key stakeholders.
  • Lead and facilitate annual strategy review process to review progress of objectives, targets and management
  • Ensure effective strategy monitoring and reporting mechanisms are in place to track strategy execution.
Leadership
  • Lead in the development, ongoing refinement, monitoring, tracking and reporting of WV’s strategy.
  • Motivate staff to work as teams and focus on strategic priorities in delivering results on child well-being outcomes and maintain high level of productivity and standard of professionalism.
  • Facilitate and support effective matrix relationship/cross functional teams to assure mutual accountability for program performance and effectiveness between implementation and quality assurance teams.
  • Lead the development and implementation of a comprehensive overall monitoring and evaluation systems/framework, including performance indicators and benchmarks in the WVM NO to ensure transparency and accountability in compliance with overall strategic direction.
  • Support management and accountability through providing routine, accurate collection and reporting of information that confirms status of program activities based on logframes and M&E frameworks.
  • Develop the quality control systems and mechanisms needed to guarantee proper management of information and data
  • Coach the DME. technical and sponsorship staff in desian and implementation of M&E frameworks, reporting, data and knowledge management.
  • Lead the implementation of program Quality Standards in the WVM NO

Capacity Building and Proaram Quality

  • Support the training and capacity development of WVM Quality Assurance team and partners in ME and LEAP including areas of program assessment, design, and monitoring & evaluation methodologies and on the use of Monitoring and Evaluation tools.
  • Collaborate with the regional Program effectiveness specialist and Quality Assurance Coordinators in the planning of workshops and development of training materials to address the needs to improve programmatic knowledge-base of WVM
  • Assure support for program quality throughout the life cycle of AP programming and align team capacity development responsive to relevant needs
  • Monitor program performance (grants, APs, PNSF) in terms of achievement of targeted results and contribution to child well-being.
  • Ensure program implementation staff are aware of and comply with all donor/WV technical programmatic standards and requirements through developing and maintaining appropriate monitoring and support systems
  • Ensure all technical and programmatic reports are submitted on time, meet quality expectations, and are appropriately documented
  • Support the Quality Assurance Specialist, Sponsorship Manager, District Program Managers and technical specialists in preparing plans for adoption of DPA, strengthening of ME including indicators for child well-being in order to operationalize their national program strategies.
  • Guide WVM NO on the utilization of evidence based programming models and their contextual adaptation.
Innovation and Learning
  • Support WV in innovative operations research and programming interventions.
  • Assist in the identification of cutting-edge, research-based program assessment, design, monitoring & evaluation methodologies and models.
  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.
  • Keep abreast of ME best practices through ongoing research.
  • Promote the replication of documented best practices among the Program offices
  • Disseminate and promote the utilization of key research and case studies
  • Knowledge Management – Documentation and Sharing of Best Practices
  • Lead the roll out and implementation of Horizon 3.0.
  • Contribute to the design and review of project management information systems.
  • Support the documentation of lessons learnt and good practices and share them with the broader organisation.
  • Provide coaching for WVM DME staff on facilitation of learning and reflection on M&E products and presenting recommendations for leadership and staff action.
External Representation
  • Develop/build inkages with other (extérnal) organizations and Support Offices that contribute towards the effective delivery of effective ministry in alignment with programming effectiveness policy.
  • Provide annual Business Plan and monthly reports to the regional leadership.
  • Lead the Program Support Team meetings and follow up the implementation of the PST action plan.
  • Build the recognition and reputation of World Vision Malawi as a partner of choice among stakeholders including government, peer organizations, and donors and develop the capacity to effectively communicate of World Vision Malawi’s value proposition as a partner
  • Support effective program implementation through ongoing donor engagement on programmatic performance and revisions in a timely manner
  • People Management, Mentorship, and Development:
  • Manage Quality Assurance and strategy team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
Budget Management
  • Lead in the development of Quality assurance budget.
  • Provide oversight on budgets related to ME initiatives

Knowledge, abilities, qualification and experience required:

  • Master’s degree in International Development, Statistics, Business Administration, Strategic Management, Public Health, Economics, Rural Development or its equivalent.
  • Minimum of 7 years managerial experience in Portfolio and Program Management with a thorough understanding of all areas of project management cycles.
  • Ability to engage at a strategic level with senior government, UN and INGO officials.
  • Computer literate in Microsoft Office and statistical packages
  • Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
  • Strong budgetary and financial management skills
  • Proficiency in written and spoken English.
  • Good interpersonal, organizational and time management skills
  • Ability to solve complex problems and to exercise independent judgment
  • Demonstrated experience in web based M&E systems
  • Demonstrated experience in designing, monitoring and evaluation of multi sectoral programmes/projects.
  • Previous experience in grant management.
  • Previous experience in strategy development and implementation
