Request for Proposals: Proofreading and Graphic Designing of the National Community Health Framework (2023- 2030) and Community Health Financing Advocacy Tool (2023-2030) – Malawi

Objective

Last Mile Health (LMH) is seeking an independent consultant/firm to support the Ministry of Health to proofread, format and do graphic designing of the National Community Health Framework (NCHF) for the period 2023-2030 and the National Community Health Financing Advocacy Tool (2023-2030)

About Last Mile Health

Last Mile Health (LMH) partners with governments to demonstrate that professionalized Community Health Workers (CHWs)–integrated into the primary healthcare system–can reduce mortality and morbidity rates in remote communities and contribute to the global effort to achieve universal health coverage (UHC). LMH’s program theory posits that the community health workforce can effectively manage and deliver high-quality primary care when they are skilled, supplied, supervised, salaried, and integrated within government-led health systems. LMH believes that CHWs must also be supported with strong information systems, smart policies, and financing. This workforce ultimately increases access to healthcare and health equity, improves health outcomes in rural and remote communities, and serves as the first line of defense against epidemics.

LMH began in Liberia’s remote, last-mile communities and is now growing to support four countries in sub-Saharan Africa aiming to deploy 50,000 CHWs to serve 100 million patients. Across Ethiopia, Liberia, Malawi, and Sierra Leone, they partner with the government to strengthen health systems, upskill the health workforce, and deliver community-based care and treatment. This methodology supports their goal of expanding access to high-quality primary care within reach of people living in rural and remote communities. LMH’s research and advocacy efforts promote the adoption of best practices and policies in community health globally—from how to design and build national programs to how to pay for them. Over the next decade, LMH hopes to catalyze a critical mass of exemplary government-led community health systems, delivering quality primary care for last-mile communities in low- and middle-income countries.

Contract Details

• Location: Lilongwe, Malawi (Remote based candidates have opportunity to apply)
• Timeline:  18  working days (But candidates that can do the work concurrently in 9 days are much more welcome)
• Contract Start Date: April 10, 2023 (End date to be determined with the successful candidate/firm)
• Payments to be done upon completion of proof reading of the NCHF (2023-2030) and the Community Health Financing Advocacy Tool (2023- 2030) and accepted by MoH.

What You’ll Do

Proofreading and Graphic Designing of the National Community Health Framework (2023- 2030) – 9 man days

• Reviewing the National Community Health Framework and making the necessary edits, corrections of errors, grammar and making the document coherent.
• Submit a revised version of the NCHF to Last Mile Health (LMH) to review and accept/reject the changes.
• Submit a final version of the NCHF that incorporates all feedback/comments from the MoH and Last Mile Health.
•  Undertake formatting of the document and do needful graphic designing of the NCHF and submit to Ministry of Health for review/sign off
• Incorporating all  comments /feedback on the formatted document. The consultant/firm will need to align the graphic designing as per the specifications of the MoH.
• Submit a ready to print and use NCHF (2023-2030

What You’ll Bring

The ideal candidate/firm for this consultancy must demonstrate the following:

• Bachelor’s Degree or higher in Journalism, mass communication, languages, coupled with editing, proofreading, and graphic designing skills. Consultants with proofreading /editing experience can partner with a graphic designer, but they will need to demonstrate prior experience of working together.
• Previous experience in proofreading, editing and graphic designing of documents developed by the Ministry of Health is an added advantage. Samples of previous work will need to be provided.
• Strong knowledge of the national community health landscape and technical terms used in the sector is essential

• Attention to detail, apt with demonstrable exceptional competencies in grammar, syntax, and flow.

Proposal Guidelines

Candidates will need to submit their proposal (maximum of 4 pages detailing their experience in doing similar work, approach and methodology, a work plan, referees, and a quotation) and attach two samples of work they proofread and support formatting by March 31, 2023. The consultant should be ready to commence the assignment by  April 10, 2023.

Candidates/Firms that can do the work concurrently in 9 days have an added advantage.

LMH may request presentations or meetings with any or all individuals/firms to clarify or negotiate modifications to the proposal. However, LMH reserves the right to make an award without further discussion of the proposals submitted. LMH also reserves the right to reject any and all proposals received in response to this RFP.

Note: Selected candidates/firms will undergo a skills assessment to ascertain their competencies and expertise in undertaking this assignment

The contract for services is anticipated to be awarded by April 10, 2023. By submission of a proposal, the individual/firm agrees to all the terms and conditions as set forth in this request for proposal.
