BACKGROUND
 
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise. GIZ supports the Federal German Government in achieving its objectives in the field of international cooperation for sustainable development. GIZ operates in more than 130 countries around the globe. In Malawi, GIZ has been working for more than 50 years. The German international cooperation currently focuses on three priority areas: education, health and private sector development in rural areas. In addition, to our work on these areas, we also work on public financial management and economic management.
GIZ is recruiting a Financial Specialist in the Country Office based in Lilongwe.
RESPONSIBILITIES AND TASKS
The Financial Specialist performs the following responsibilities and tasks.
1. Invoice Checking & Processing
  • Assisting in checking all invoices, local subsidies and other payment documents before they can be paid
  • Assist in checking and verify the accuracy of payment invoices
  • Maintains the invoice tracker up to date
2. Liquidation and Management
  • Assist in the liquidation of all local subsidies and Financing Agreements for GIZ Malawi
  • Submits analysis report of payments and local grant contracts at the end of each month
  • Conduct periodic on-site audits for local grants for partners/projects
  • Maintaining up-to-date records on local subsidies and consultancies
3. Travel Management
  • Process all travel claims for staff
  • Assists in settling and clearing all travel related costs
4. Receivables Management
  • Assist in following up and communicates on old receivables including refund letters when need arises
  • Visit partners in order to follow up on receivables on a quarterly basis
5. Obligos Management
  • Clearing and management of commitments (obligos) in SAP
6. Assist in Inventory Stocktaking
  • Carry out inventory physical verification of CO Onsite Inventory Register of CO assets together with the finance team

7. Commercial Suitability/Eligibility Check of Potential Partners & Training of Contracted Partners

  • Conduct commercial suitability for potential grant/local subsidy/financing agreement recipients
  • Provides orientation to new recipients on the efficient management of the financial contracts
8. CO Finance Team Focal Point for Specific Projects
  • To be the primary focal point for the integration of CO Finance Team and projects
  • Provides advisory together with the HoF to the projects on the systems, processes, rules and procedures among others
9. Other Duties/Additional Tasks
  • Assist in handling of audit related matters
  • Help the finance department in internal control management
  • Deputizes the invoice checking team
  • Dealing with all questions arising in this area
  • Identifying relevant problems and issues and assisting in formulating implementation-oriented solutions
  • Further developing instruments and assisting in introducing innovation and change
  • Managing knowledge by disseminating and documenting know-how, experience and information
  • Performs other duties and tasks at the request of management
REQUIRED QUALIFICATIONS, COMPETENCES AND EXPERIENCE
 
Qualifications
  • BA in accounting and auditing or similar area
Professional experience
  • at least 3 years’ professional experience in a comparable position
Other knowledge, additional competences
  • in-depth knowledge of accounting software
  • good working knowledge of ITC technologies and computer applications (e.g., MS Office)
  • confidential handling of data and information
  • very good knowledge of the English language
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
