EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 177 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.
EGPAF seeks to fill the following open position
Title : Grants Officer
Reports to : Grants Manager
Location : Lilongwe, Malawi
How will you fight for an AIDS-free generation?
Based in Lilongwe, the Grants Officer is responsible for Sub-Agreement support to EGPAF Malawi’s program and ensures compliance with the terms and conditions of the Foundation’s funded projects in Malawi, internal Foundation policies and procedures, and United States Government (USG) rules and regulations. The successful candidate will be responsible for overseeing the operational administration of selected Sub-Recipients funded under EGPAF Malawi’s projects.
No two days are alike at EGPAF, but what can you expect in this role?
- As Sub-Agreement Preparation
- Drafts sub-award agreements packages and amendments for Sub-recipients in Foundation’s Global Grants Management System for review and approval.
- Pre-award reviews of budgets and Scope of work for Sub-recipients
- Arranges and coordinates the preparation of Selection and justification memo for specific Sub-recipients.
- Sub-Recipient Compliance Review, Monitoring, and Support
- Ensures all Sub-Recipients adhere to contractual and donor regulations at all times through the duration of its Sub-Agreement;
- Conducts Site and desk compliance reviews for Sub-recipients as per monitoring tracker
- Ensures Sub-Recipients are audited as per USG guidance
- Tracks and updates the sub-recipients monitoring plans
- Tracks, identifies, and updates the risk register for the section and sub-recipients
- Develops and executes customized Monitoring and Support Plan, in consultation with program team;
- Performs Pre-Award Assessment on potentially new Sub-Recipients and review risk on an annual basis
- Performs joint compliance review for Sub-recipients as per plan
- Manages the Sub-Agreement closeout process;
- Escalates issues with management as appropriate and Coordinates with the Awards & Compliance Department in DC on an as needed basis.
- Documentation and Communication
- Tracks, documents, and files all relevant and necessarily information in accordance with internal policies and procedures;
- Maintains an updated filing and documentation of sub-awards lifecycle
- Ensures all required files are stored electronically in the country office’s shared drives and the Foundation’s global Grants Management System;
- Manages development and submission of all Sub-Award documents provided to all Sub-Recipients under the individual’s respective portfolio;
- Cash Flow Management
- Monitors and ensures that all assigned Sub-Recipients have available cash on hand to implement activities required under the scope of its respective Sub-Recipients;
- Submits all cash requests to Finance department and DC office for each Sub-Recipient in a timely manner for funding
- Monitors Sub-Recipient expenses as per USG Cost principles
- Capacity Building
- Recommends and/or facilitate capacity building trainings on USG, Sub-Award, EGPAF, and/or donor regulations and financial management to Sub-Recipients (including, but not limited to, Start-up Training, New Sub-award Orientation, USG Rules and Regulations, Timekeeping, etc.);
- Provides technical assistance to Sub-Recipient on administrative and financial procedures;
- Enhances portfolio capacity by providing onsite training on an as-needed basis;
- Shares best practices with Sub-recipients and colleagues.
To be successful, you will need to have:
- Bachelor’s Degree in Finance, Accounting, Auditing, or those in level 2 of ACCA or CIMA (at least 2 years of hands-on experience in Grants Administration, Audit, or related field)
- Experience with USG funding, particularly from the Department of Health and Human Services Centres for Disease Control and Prevention (CDC);
- Ability to read, analyse, and interpret rules and regulations;
- Experience working with international -profit/non-governmental organizations;
- Ability to be self-directed, self-motivated, and a team player;
- Ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization;
- Excellent interpersonal and communication skills to effectively interact with all levels of staff and Sub-Recipients;
- Excellent report writing skills;
- Ability to develop and implement training;
- Fluency in English;
