Since two years, countries in the ESA region have experienced an alarming increase in the number of new, or re-emerging humanitarian emergencies, including public health (including Ebola, Crimean Congo hemorrhagic fever, yellow fever, wild poliovirus, and Cholera), armed conflicts and natural disasters emergencies.
An outbreak of Sudan Ebola Virus (SDV) started in September 2022 and spread to 9 districts in Uganda, elevating the risk for cross border spread to neighboring countries (Tanzania, Rwanda, South-Sudan, Burundi, Kenya and DR Congo).
UNICEF ESAR has prioritized the critical need to support countries to rapidly scale up capacity to prevent, mitigate, and manage ongoing and anticipated emergencies as well as to enhance capacity for preparedness and response to these emergencies.
Purpose
The purpose of this external announcement is to attract suitable Field Coordinator candidates interested in working in any of the countries within UNICEF’s East and Southern Africa region to respond to Ebola outbreaks for the next 36 months . How can you make a difference?
- Effective management of UNICEF presence, staff and assets (including financial resources) in the Area of Responsibility
- Continuous, effective and strategic coordination, communication, consultation and liaison are maintained with Government, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children. Representation of UNICE in key coordination forum and provision of updates to Ebola coordinator
- In alignment with the national EVD plan, the field coordinator will ensure implementation of local plans of actions; in addition, they will ensure compliance and coordination of all pillars with the plans.
- Technical advice on emergencies and programme management related to implementation of EVD emergency preparedness measures are effectively provided ensuring a gender lens is adopted as well as ensuring a stronger integration and convergence of the interventions to improve impact and cost effectiveness.
- Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.? Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats and opportunities/issues in the country.
- Needs assessment is effectively conducted to determine priorities and an appropriate intervention.
- Timely delivery of assistance and supplies is provided, urgent staffing requirements are identified, and the appropriate use of UNICEF resources is monitored for effective project delivery.
- Timely provision of field updates during EMT meetings and through Situation reports

Education-
- Advanced University degree in one of the following fields: public health, nutrition, social sciences, public administration, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
- A first level university degree may be accepted in lieu of the advanced university degree, with an additional 2 years of relevant experience.
Work Experience-
- A 5 years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
Language Requirement:-
- Fluency in verbal and written English or French (depending on the country office’s official language). Knowledge of another UN language or a local language is an asset

UNICEF appointments are subject to medical clearance.? Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
