Job Title : Program Manager for Economic Empowerment
Reports to : Director of Programs and Quality Assurance
Direct reportees : Projects Coordinator
Location : Lilongwe
ROLE PURPOSE
The major responsibility of the Projects Manager for Economic Empowerment is to provide program planning and implementation as well as budget management; oversight and management of Economic Empowerment programme; support to effective MEAL and new business development and resource mobilization: as well as program reporting and publications.
KEY ROLES AND RESPONSIBILITIES
Oversight and management of Economic Empowerment program
- Responsible for overall coordination and delivery of high quality projects in line with WRM strategic objectives
- Ensure timely implementation of project activities, coordinating the timely provision of technical support to Project Coordinators and Officers
- Serve as overall budget holder for all Economic Empowerment program; manage and support budget holders for individual projects and grants
- Ensure Economic Empowerment program activities are implemented in ways responsive to the communities and strategic plan and following WRM compliance procedures
- Ensure preparation of timely and high quality progress reports, programme reports, and donor reports
- Identify and effectively manage all key risks related to delivering the thematic programme
- Project planning and implementation as well as budget management
- Lead the project planning processes, ensuring that the Detailed Implementation Plan (DIP) is in place, being utilised and well monitored
- Produce quarterly work plans and detailed activity scopes of work, ensuring that they are well-aligned with the project’s DIP and the coded work plan/phased budget
- As a Budget holder, ensure that projects are implemented according to the approved project proposal, budget and implementation plan. In case of any justifiable changes, the post holder will effect timely discussions on budget amendments with the donor
- Lead in conducting project budget monitoring and budget forecasting processes to ensure expenditure reporting is within the approved project budget and well aligned with targets as well as the annual phased budget
- Support effective MEAL
- Oversee the planning and implementation/oversight of monitoring, evaluation, documentation, organisation learning and dissemination of information from project activities
- In collaboration with MEAL Manager, support the development of feasible and effective monitoring of the thematic projects
- Conduct periodic field visits to projects to monitor the technical quality of interventions and provide technical guidance
- Contribute towards development of research protocols and tools and support all research activities
- Project reporting
- Take lead in producing project reports to donors.
- Ensure key performance indicators on submission deadlines as well as on high quality reporting are well adhered to in all the reports
- Ensure that narrative and financial reports are well aligned prior to submission
- Support program development and resource mobilization
- Lead in Economic Empowerment program’s resource mobilization in liaison with management and MEAL team.
- Lead the development of new concepts and proposals in response to the emerging opportunities
- Participate in all Economic Empowerment program’s proposal processes and ensure that all programmes progress in accordance with grant agreements, are completed within time and on budget
- Participate in conceptualizing and designing cost effective, innovative and high quality programmes
- Staff management
- Manage reportees; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
- Ensure the recruitment, training, and promotion of staff as appropriate and ensure availablity of appropriate professional development opportunites for staff
- Manage the performance of all reportees through:
- Effective use of the performance management system including establishment of measurable objectives, periodic reviews and fair and unbiased evaluations;
- Coaching, mentoring and other developmental opportunities;
- Recognition and rewards for outstanding performance;
- Documentation of performance that is less than satisfactory, with appropriate performance improvements/work plans
QUALIFICATIONS
At least a Bachelor’s degree in Agriculture, Economics, Business Administration, Social Sciences or any equivalent qualification
EXPERIENCE AND SKILLS
- At least 6 years of experience in busy non-governmental organization in development and coordination of related project activities with firm grounding in coordination across or within a district
- Demonstrated project management experience and in-depth understanding of national and international issues in relation to the sectoral projects
- Excellent people management and leadership skills
- Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants
- Ability to analyze information, evaluate options and to think and plan strategically
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
- Previous experience of managing and developing a team and the ability to lead, motivate and develop others
