Overview

Malawi Red Cross Society is urgently seeking to engage the services of a suitably qualified, motivated, capable and experienced individuals to fill the vacant positions which have arisen tenable at its Head Office in Area 14, Lilongwe and Emergency Operation Centre in Blantyre. The positions are as follows;

PROJECT COORDINATOR (Lilongwe)

Purpose of the position

The primary responsibility of the Project Coordinator is to coordinate all aspects of the specific project programming including day to day management of the project implementation in collaboration with Head of Disaster Management and Partner counterpart in Malawi. S/he provides leadership and guidance for the smooth implementation, stewardship and management of project activities, funds, and assets. S/he ensures that the use of resources is in line with Partner and MRCS regulations and plans. Furthermore, S/he will be responsible for the integration of protection, gender and inclusion into all project interventions

Essential Duties & Responsibilities

The successful person  will be responsible for the following:

Project Implementation of climate adaptation and resilience interventions

  • Leading technical assessments related to climate change at district and community level to identify the climate impact and locally led adaptation actions.
  • Identify technical working groups at national and district level and share key lessons and experiences regarding project interventions and come up with key solutions on how to address some of the gaps.
  • Establish a project management system in agreement with the project’s goal and objectives and support its implementation
  • Take overall lead in the preparation and continuous review of project targets and implementation plans
  • Provide technical guidance to project teams to ensure that project activities are consistent with the proposal, quality standards and best practices set by the MRCS and relevant partner
  • Provide technical support and guidance to ensure compliance with relevant protocols, partners and national government policies, regulations and procedures throughout the project’s life.

Project Finance and budget Management

  • Develop the activities budgets, ensure effective resource allocation and financial reporting of the entire project.
  • Monitor the project budget and expenditure to maintain adequate cash flow to support project activities
  • In conjunction with the Finance team, prepare, review and timely submit financial reports according to the guiding Financial Protocol. This includes reviewing district project financial returns against the set plans
  • Liaise with the logistics department on all matters related to procurements and ensure sound procurement plans are in place for the smooth implementation of project.
  • Support the finance team to address gaps in grants management

Project Personnel Management

  • Identify HR need in collaboration with HR department and support the recruitment of staff needed for the project and activities implementation.
  • Ensure that capacity building plans and skills transfer strategies are in place across the project’s implementation based on identified staff capacity needs and gaps
  • Devolve/delegate authority appropriately to ensure continuation of project activities during his/her absence

Learning, Monitoring and Evaluation

  • Track progress performance of the project
  • Liaise with the M&E unit for appropriate support in M&E to design and undertake specific surveys, project evaluations and targeted impact assessment studies
  • Use M&E information to make project management decisions on a timely basis
  • In Liaison with Head of Program Quality and Learning, develop tools for project performance measurement against project objectives, outputs, and activities according to the project design
  • Provide quality inputs into narrative and financial reports to the donor according to set timelines.

Coordination/collaboration and Representation

  • Work closely with other members of the relevant Consortium or Technical working group to ensure good integration, vision and implementation of the project
  • Support, establish and maintain excellent relationship and networking with government authorities, other NGOs and other FBOs at district as well as National level
  • Facilitate the activities of visitors/external resource persons related to ongoing project activities

Qualifications & Experience

  • Relevant Master’s Degree plus 5 years’ relevant professional experience
  • Those will Bachelor’s degrees in the same fields plus 10 years’ experience would be considered.

Requisite knowledge, ability and skill

  • Understanding of gender issues in the context of key climate change adaptation project interventions.
  • Experience managing the development, implementation, administration and compliance of miscellaneous grants, and related programs is essential
  • Prior project management experience a must
  • Willingness to travel approximately 35% of the time to remote areas
  • Strong networking and representation skills.
