Overview: The Senior Financial Management Specialist (SFMS) shall act on behalf of the Millennium Challenge Account Malawi II (MCA-Malawi II) to provide a broad range of financial management services that are requested by MCA-Malawi II to implement the activities of the Malawi Compact II, funded by the Millennium Challenge Corporation (MCC) and the Government of the Republic of Malawi. The SFMS will perform duties and fulfil obligations hereunder with all due diligence and efficiency in accordance with generally accepted professional standards and sound management practices. The SFMS shall make entire working capacity, professional knowledge, and experience exclusively available to DT Global for this assignment. The SFMS will ensure that financial transactions are conducted in strict compliance with the principles, rules, and procedures set out in the Malawi Compact Agreement, and any Supplemental Agreements with respect to Compact-funded activities. The SFMS will comply with the guidelines issued by the MCC, MCA-Malawi II’s Fiscal Accountability Plan, and other policies and procedures implemented by DT Global. The SFMS will assume all responsibilities as is customary in performing the duties of a Senior Financial Management Specialist or as required by the Fiscal Agent, including the following:
- Provide fiscal management support to the Fiscal Agent Manager. Assist in maintaining and updating the Fiscal Accountability Plan (FAP), chart of accounts, accounting manual, accounting procedures and internal controls mechanism. Assist in maintaining and updating an automated accounting system. Participate in SAP implementation activities and maintain the budget and commitment control functionalities. Assist in implementing and maintaining a record keeping system. Assist in providing FAP training.
- Ensure that accounting systems and principles comply with and conform to Malawi regulations and generally accepted accounting principles. Ensure that the financial accounting system is backed up in real time on a daily basis as well as ensure that backup tapes or files are secure off-site and are readily available.
- Assist in the preparation of detailed budgets. Assist in the preparation of cash and commitment forecasts including Quarterly Financial Reports and Detailed Financial Plans. Manage and monitor budgets and cash and commitment forecasts. Record and monitor cash forecasts in the automated accounting system. Record, review and authorize commitments to obligate budgeted funds and ensure that they are within the budgeted authority.
- Review payment requests to ensure they are within the quarterly forecasted cash limit and comply with the conditions of the contract, the FAP, the Compact Facilitation Funding (CFF) Agreement, the Compact Development Funding (CDF) Agreement, the Compact, and any supplemental agreements. Provide certification with each payment request that the payment is within the spending limits approved by MCC for the quarter. Verify completeness, consistency and compliance of invoices and supporting documentation with contracts.
- Review, authorize, and sign CPS Payment Request Forms as an alternate signatory only while the Fiscal Agent Manager is away on vacation or on sick leave. Review, authorize and sign all payment instruments of the Permitted Bank Accounts as an alternate signatory only while the Senior Accounting Specialist is away on vacation or on sick leave.
- Responsible for managing contract accounting and reconciliations. Responsible for management of vendor guarantee deductions and/or retentions. Manage fixed assets inventory and register, petty cash and vehicle logs. Assist in management of contingency reserve and exchange rate risks. Re-evaluate non-US$ commitments.

Prepare the following reports:
- MCC Monthly Commitment and Disbursement Reports (MCDRs) and Monthly Reconciliation Schedules
- Commitment Reports (weekly, monthly, and quarterly);
- Budget Execution Reports including budget authority, commitments, and expenditures (weekly, monthly, and quarterly);
- Actual and potential foreign exchange gains and losses resulting from contracts signed in Malawi Kwacha (MWK) (monthly);
- Summary reports of actual commitments and expenditures related to MCA-Malawi II target activities for transmission to the Government of Malawi (quarterly and annually);
- Contingency Reserve Report (quarterly); and
- Prepare other ad hoc reports as requested by MCA-Malawi II or MCC.
- Prepare MCC’s Data Call Requests, Quarterly Advances Report, Quarterly Retention Report and Expense Accruals for goods/services received but not invoiced and goods/services invoiced but not paid at quarter end.
- Assist in ascertaining the financial capacity of firms submitting bids or proposals. Assist in checking the validity of any security, guarantee, draft, bill or any other financial documents submitted by contractors. Prepare and maintain a register of such financial documents and take appropriate proactive steps for the renewal of such documents before they expire. Assist MCA-Malawi II in the development of a country-specific Fraud and Corruption Assessment and creation of an action plan for proactive detection of fraud and corruption. Assist MCA-Malawi II in the preparation and implementation of a Risk Assessment and Mitigation Plan.
- Protect the Program funds from fraud, waste and abuse. Conduct tasks assigned to the Fiscal Agent Manager or the Senior Accounting Specialist while they are away on vacation or out on sick leave. Carry out tasks assigned by the Fiscal Agent Manager or the Home Office Project Director.
