The Malawi Electoral Commission, “the Commission”, is a body created under Section 75(1) of the Constitution of the Republic of Malawi, to supervise, direct and preside over the conduct of all elections in Malawi. In accordance with Section 13 of the Electoral Commission Act, the Commission seeks to appoint suitably qualified persons with relevant experience to fill the following vacant positions that exist within its secretariat:
Job Title : Director of ICT
Grade : C3
Responsible to : Deputy CEO (Finance and Administration)
Purpose
To provide strategic leadership and direction in the development and management of all ICT systems and oversee their performance to support smooth implementation of ME programmes
Key Duties and Responsibilities:
The Director of ICT will be responsible for the following:
- Formulating, implementing and reviewing of ICT policy, strategy, standards, and procedures.
- Developing, implementing, and evaluating IC projects in line with MEC’s objectives.
- Proposing strategic solutions and recommending new IT Infrastructure, Systems and Software
- Planning, managing and overseeing all MEC ICT Infrastructure and Systems.
- Liaising with other departments to ascertain their technological requirements and developing solutions that are aligned with MEC’s objectives.
- Identifying vulnerabilities, the need for upgrades, and opportunities for improvement.
Developing specifications for ICT equipment and systems:
- Overseeing the development and maintenance of robust and comprehensive data storage and recovery capabilities for the Commission;
- Providing ICT advice to the Commission and stakeholders;
- Keeping custody of all hardware and software inventories, site and/or server licensing, and user access and security;
- Managing, Monitoring performance and appraising staff in the IT department.
- Building a highly competent in-house ICT Team and ensuring effective management and development of the Team
- Formulating ICT budgets and performance reports.
- Producing appropriate reports as required from time to time.
- Ensuring the maintenance of current projects and technology systems.
- Building and maintaining relationships with external advisors and vendors.
- Ensuring all reported issues are resolved in a timely manner
Requisite Academic Qualifications and Experience Desired
- Master of Science in Computer Science or any ICT related field Microsoft Certified Solutions Developer (MCSD) or Microsoft Certified Professional Developer (MCPD) or Microsoft Certified Technology Specialist (MCTS) preferred
- At least 5 years of management experience in an ICT environment.

- Sound working knowledge of ICT operations, systems, and developments.
- Proof of continued education, such as ICT certifications, is desirable.

- Excellent communication and interpersonal skills.
- Capabilities to maintain smooth, secure, and updated technical operations within MEC
