CARE Malawi in partnership with mHub and Comboni Missionaries Institute Limited (CMIL) secured funding from EU to implement Ntchito Mbambande project (Skilled youth for an inclusive, wealth creating, and self-reliant nation project) to increase employability and self-employment for vulnerable youth in the districts of Blantyre and Machinga (southern region), Salima and Dedza (central region), Mzimba (northern region).

The Ntchito Mbambande project will be implemented in 48 months to enhance market-relevance of TEVET curricula for digital skills and green trades in sectors with high growth potential in Malawi, and mitigate participation barriers for vulnerable youth, in particular adolescent girls and young women, through diversification, decentralization, and localization of formal and informal TEVET programmes and post-graduation support.

CARE Malawi seeks to recruit well qualified candidates to fill the following vacant positions based in Machinga, Salima and Mzimba.

MONITORING & EVALUATION COORDINATOR – SALIMA

Position Description

The Project Monitoring and Evaluation Coordinator (M&E Coordinator) is responsible for designing, monitoring and evaluation of the Ntchito Mbambande project activities. The Project M&E Coordinator facilitates all documentation for the various activities in the Project and ensures that necessary data for process and impact monitoring is available. It is the role of the M & E Coordinator to facilitate the building of capacity in all matters relating to project monitoring, evaluation and learning for the project staff and consortium members. S\/he shall design and undertake research, including assisting consultants and playing a pivotal role in research that seeks to generate learning and measure impact on the project beneficiaries

Specific duties include the following:

• Lead in the development and management of participatory M and E system for the Ntchito Mbambande project and monitor the implementation of the system.
• Develop monitoring and evaluation frameworks to ensure that project activities, outputs and impact are measured against indicators and contribute towards the goal and realization of the project objectives.
• Ensure timely submission of quality project reports for the purpose of documentation and dissemination of information both internally and with other stakeholders.
• Facilitate data collection, entry, analysis, interpretation and documentation of project information.
• Play a leading role in planning project performance monitoring to ensure that project outcomes, impact and performance are measured against their respective indicators and contribute towards CO impact indicators.
• Lead in developing, testing and refining of appropriate materials/tools to be used for recruiting project participants, youth empowerment, life skills building, activity implementation monitoring and progress measurement.
• Lead in all research activities for instance periodic surveys including baseline, mid-term and endline evaluations of the Ntchito Mbambande project.

Required education and experience

• University Degree in Social Sciences, Economics, Rural Development or in any related field.
• Three years experience of working in technical education, adolescent empowerment, gender integration and out-of-school initiatives in Malawi, collaborating with government departments and leading in developing and implementing project M&E systems.
• Good at networking and managing relationships with multiple stakeholders.
• Model and promote gender equity and diversity.
• Ability to produce high quality work and balance competing priorities within demanding timeframes.
