Malawi Red Cross Society is urgently seeking to engage the services of a suitably qualified, motivated, capable and experienced individuals to fill the vacant positions which have arisen tenable at its Head Office in Area 14, Lilongwe and Emergency Operation Centre in Blantyre. The positions are as follows;
CONSTRUCTION ENGINEER – (BLANTYRE)
Purpose of the position
The primary responsibilities of the Construction Engineer are to specifically oversee and provide all functional aspects of construction, technical support to the project from design to the end of the project. He/she will also ensure that the material and financial resources of the project are well managed in line with planned financial, grant management and other approved guidelines in close collaboration with the Senior Management and other team member. The successful person will be expected to work outside the normal role profile and be able to working additional hours accordingly to meet project deadline. The person will be reporting to the Director of Programs and Development.
Essential Duties and Responsibilities
- Carry out process for selection of appropriate consultants, contractors and the construction methods to be adopted;
- Propose a suitable type of construction contract;
- Carry out pre-construction planning;
- Follow up on preparation of designs, drawings and tender documents;
- Liaise with local authorities and concerned stakeholders
- Ensure all necessary documents, titles, permits etc. are obtained;
- Agree the setting out of on-site works;
- Carry out process for selection of appropriate consultants, contractors and the construction methods to be adopted;
- Propose a suitable type of construction contract;
- Carry out pre-construction planning;
- Assist in the tender procedure up to award;
- Agree the setting out of on-site works;
- Agree program with contractor and deal with any contractual variations in accordance with the contract;
- Manage and supervise construction projects ensuring that project is on time and within budget and the safe methods of construction are u
- Monitor and report on the progress of the works, quality of workmanship and compliance with specifications;
- Check valuations of work and approve/ arrange payments to contractors or consultants.
- Follow up on planning and implementation of all construction undertakings and also review and monitor the performance of construction companies for compliance with the contract agreements they entered into with Malawi Red Cross Society
- Review and examine construction payment requests
- Review the status and progress of MRCS construction projects, including assessment of the construction work quality including design, and implementation processes
- Actively participate in the construction projects management Processes (Planning phase, Design phase, Bidding phase, & Construction phase and Post construction phase)
- Provide technical advice, training and support to community based structures where relevant to ensure that activities are carried out on timely manner and used sustainably.
- Ensure work plan relates closely to the regular updated project work plan guiding the project implementation and progress towards completion.
Qualification & Experience
- Bachelor of Science Degree in Civil Engineering, or any relevant qualification. Those with Master`s Degree will have added advantage.
- Must have 3 – 5 years of experience managing large scale NGO construction projects
- Proven and significant experience in national and international procurement and contract management, including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.
- Knowledge of Malawi and international construction laws and regulations.
- Understanding of and experience in the project implementation techniques, participatory planning, implementation and monitoring basic practices;
- Demonstrated planning and organizational skills;
- Computer literate and operational knowledge of MS office, Photoshop, email/internet and other Engineering-Software (AutoCAD, Autodesk Revit, Premavera and Sap 2000)
- Commitment to and understanding of Malawi Red Cross aims, values and principles.
Requisite knowledge, ability and skill
- Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling Malawi Red Cross values
- sets ambitious and challenging goals in consultation with Steering committee,
- Builds and maintains effective relationships, with the construction team and other relevant stakeholders such as government building departments.
