DAPP Malawi is inviting suitably qualified and experienced persons to apply for the position of Senior Monitoring and Evaluation (M&E) Lead to work on the Centers for Disease Control and Prevention (CDC) funded project aimed at Strengthening access to high quality and comprehensive services targeting adolescent and young people through the Determined, Resilient, AIDS-Free Mentored and Safe (DREAMS) Program under the President’s Emergency Plan for AIDS Relief (PEPFAR).
The DREAMS program includes several layers of interventions including: 1) Direct service delivery of HIV Testing and Family Planning, including condom promotion and distribution among adolescent girls and young women (AGYW); 2) Social asset building and HIV and violence prevention among AGYW; 3) Economic strengthening and educational support; 4) Families Matter Program; 5) Implementing the IMPower Program.
M&E OFFICER – BLANTYRE
Reporting to the M&E Lead the officer must have a strong understanding of DREAMS program be the one who managed a DREAMS program before in the capacity of M&E.
Job Summary / Responsibilities
The M&E Officer will provide technical support to the M&E assistants and ensure that they develop plans and effectively achieve their plans
Key Performance Areas
  • Ensure that the Blantyre team has adequate project implementation tools, including theories of change (including logic models, results frameworks, or logical frameworks), indicators of success, data collection and analysis plans, work plans, and related budget.
  • Monitor that the project deliverables are achieved and provide technical guide to the chief of party on areas that need improvement to achieve the designed goals.
  • Design, implement and supervise M&E and learning activities including frequent data collection of the project indicators.
  • Develop weekly, monthly internal and external reporting templates that have various report visuals i.e. Charts, tables, testimonials, case stories, pictures, etc.
  • Provide leadership, training and guidance to project M&E assistants in terms of planning, implementing and using the M&E system to cultivate data-driven decision making, reporting and data collection.
Qualifications and Experience: 
  • Bachelor’s degree (M&E officer) and Master’s degree ( M&E Lead) in, statistics, social sciences or related field, or equivalent experience
  • Working as the M&E lead, officer under DREAMS program before- is a plus
  • At least 5 years of experience designing and implementing M&E activities for complex programs in developing countries (preferably Malawi)
  • Demonstrated experience on HIV programs and familiarity with PEPFAR indicators, the Three-Ones Principles and PEPFAR 95-95-95 targets.
  • Expertise in quantitative/qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis, interpretation, translation and presentation
  • Strong understanding of PEPFAR and Malawian Government HIV priorities and MOH guidelines, policies and strategic priorities, and the health management information system (DHIS2/DATIM)
  • Strong technical skills, including processing and analyzing data using one or more statistical software packages, including at least one of the following: SPSS, SAS, Epi-Info, Stata, MS Access, NVivo, or MAXQDA
  • Experience in managing and motivating teams, supervising staff, and addressing performance challenges.
  • Well-versed in written and spoken English with effective communication skills, excellent interpersonal, written and oral skills. Local Malawi language proficiency is also preferred.
  • Experience conducting community-based, participatory M&E with vulnerable community members in low-resource settings, preferred
  • Experience with data visualization, preferred
  • Ability to work in a complex environment with short deadlines to deliver results.
