JOB ADVERTISEMENT – GIZ INTERNSHIP TO SUPPORT KNOWLEDGE MANAGEMENT AND TRANSFER IN BASIC EDUCATION PROGRAM
BACKGROUND
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a German federal enterprise providing technical expertise in the areas of international cooperation and sustainable development. GIZ has been supporting the education sector in Malawi for more than thirty years. It is worth noting that over the years GIZ Basic Education program has generated and accumulated experiences and products that need to be preserved as learning points for current and future programming of basic education in Malawi. The current Basic Education Program (BEP) is running from the beginning of November 2018 to the end of October 2023.
The aim of the GIZ Malawi Basic Education Program (BEP) is to support the Malawian government in enhancing the quality of primary teacher education. In the previous program phase 2014 – 2018 the Malawian Ministry of Education (MoE) introduced a new primary teacher education curriculum and developed National Standards for Teacher Education (NSTE). These reforms created a systemic framework to improve the quality of teacher training.
The program closely collaborates with Directorate for Teacher Education and Development (DTED), Directorate of Quality Assurance Services (DQAS), Malawi Institute of Education (MIE), Malawi National Examinations Board (MANEB) and the eight public TTCs namely, Blantyre, Machinga, Phalombe and Chiradzulu in the Southern Region: Lilongwe, St. Josephs, Kasungu in the Central Region and Karonga in the Northern Region and with approximately 750 Teaching Practice Schools (TPSs).
The focus of the GIZ BEP 2018-2023 program is to enhance the quality of teacher training in the following four fields of intervention:
a) supporting the attainment of National Standards for Teacher Education (NSTE)
b) supporting the implementation of the revised IPTE curriculum
c) supporting the capacity development of teaching practice schools to enhance the overall teacher training program
d) supporting the use of Information and Communication Technology as a tool for teaching and learning.
However, in the final year of BEP implementation (November 2022 – October 2023), the focus is designed to:
a) consolidate and institutionalize the processes in joint dialogue with the Ministry of Education.
b) implement knowledge management and exchange and
c) further promote digital competences in public Teacher Training Colleges
To enhance the processes of focus areas (b) and (c) above; GIZ-BEP intends to engage an intern for 6 months (May 1 to October 31, 2023). The intern role is to supply the services below to the GIZ Basic Education Programme, which is a part of the technical co-operation between the Malawi and German Governments.
The work of the intern, therefore, will specifically focus on area of knowledge management and exchange. This area it involves the exchange and transfer of learning experiences to the various partners. In addition, it also involves collecting useful products from the previous and current phase of the project interventions. Furthermore, the experiences from the bilateral projects (including previous phases) will be processed and shared and discussed with the management of multilateral programs (e.g. World Bank, UNICEF, EU and Global Partnership for Education), among others, for transferring the learning experiences.
OVERALL OBJECTIVES
To provide support in the development of the knowledge management, exchange and transfer in Basic Education Programme by:
1. designing formats for information management, transfer and discussions of learning experiences from bilateral projects (national and international) with managers of multilateral programs
2. facilitating creation of knowledge map that collects key documents and links and make them accessible on the digital library in the public TTCs to national and international partners
3. posting developed courses on digital literacy for teacher trainers, inclusive education and psychosocial resilience on national platforms and at least two international platforms
SCOPE AND CONDUCT OF THE WORK
3.1 Main focus of work
The main focus of the internship is the development of knowledge management transfer and exchange for the Basic Education programme. However, the intern may be called upon to assist with other project outputs depending on need.
3.2 Bilateral and multilateral programs
The intern will familiarise with both the bilateral and multilateral programs which are closely related to Basic Education Program. The list will be provided, some of the programs included are in UNICEF, USAID and World Bank
3.3 Existing documentation
The intern will familiarise herself or himself with the documentation which are products from the past and current program. The documents will be provided.
3.4 Platforms for possible hosting of courses and depositing documents
The intern will familiarise herself or himself with the platform for possible depositing of documents (digital Library in TTCs) and possible hosting of courses (MoE eCPD and Atingi) from GIZ Basic Education program.
3.5 Formats for information management and transfer
The intern, in liaison with the responsible technical advisor, will design formats for information management, transfer and discussions of learning experiences from bilateral projects (national and international) with managers of multilateral programs.
3.6 Knowledge map
The intern will be responsible for facilitating the creation of knowledge map that will collect key documents and links, as agreed with the supervisor, and make them accessible on the platforms easily accessible by Teacher Training Colleges and or any other stakeholder critical to teacher training including international partners.
3.7 Uploading of courses.
The intern will ensure that developed courses on digital skills for teacher trainers, inclusive education and psychosocial resilience are uploaded on both the national platforms and at least two international platforms to be decided together with BEP technical team.
3.8 Ways of working
The intern will work directly under the supervision of the Basic Education Technical Advisor assigned to him/her. She or he will need to liaise with the Head of Administration and accountant of GIZ BEP, particularly with regard to the organization of meetings.
EXPECTED OUTPUTS
The intern will ensure the following:
a) Four exchange meetings for transfer and discussion of learning experience from bilateral projects with managers of multilateral programs have taken place and documented.
b) A knowledge map collecting documents and links is created and available on the TTCs Digital Library and MoE eCPD
c) Courses on digital skills for teacher trainers, inclusive education and psychosocial resilience are available and accessible on one national platform and at least two international platforms.
COMPETENCY AND EXPERTISE REQUIRED
The required competencies and expertise are as follows:
First (Bachelor) degree in ICT Education or ICT from a recognized and accredited institution of Higher learning
Capabilities in planning and organization
Good report writing skills
Strong IT skills, especially in e-learning
Openness to work in a multicultural environment Adaptability and resourcefulness
Capability in both following instructions and in independent working
Ability to keep to deadlines
Self-motivated
TIME FRAME
The intern will start his/ her internship with GIZ-BEP on the 1st May 2023. The assignment is foreseen for 6 months. The overall assignment will terminate by 31st October 2023.
COORDINATION OF THE WORK
The intern will report through the assigned technical advisor to GIZ Basic Education Programme team leader.
