Project Overview and Role:

 

  Primary Duties and Responsibilities:

 

Reporting to the Director of Monitoring, Evaluation, Learning and Informatics, the Data Demand and Use Manager is a member of the MEL and Informatics team and will support promotion of data use at community, district, and national level. The Data Demand and Use Manager will work closely with the TIYENI District and Central level teams to support and implement high-quality, data-driven decisions. They will ensure data accuracy and consistent reporting by designing and creating optimal processes and procedures for districts to follow. They will use advanced data modeling, predictive modeling, and analytical techniques to interpret key findings from districts data and leverage these insights into initiatives that will support improved health outcomes for the MOMENTUM Tiyeni interventions. The Data Demand and Use Manager will work closely with MOMENTUM’s MEL Manager and the Central Monitoring and Evaluation Division in the Ministry of Health in Malawi to improve data quality, demand, and use of the DHIS2 data.

Responsibilities for Data Demand and Use Manager

  • Build, develop and maintain data models, reporting systems, data automation systems, dashboards, and project performance metrics.
  • Design and build technical processes to support data use at community, district, and national level.
  • Oversee the design and delivery of reports and insights that analyze project performance metrics using data from different sources.
  • Use advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
  • Lead the capacity building of staff at district and national level to effectively demand and use quality data for improved evidence-based decision making.
  • Manage and optimize processes for data demand, validation, data mining as well as modeling, visualization, and communication deliverables.
  • Examine, interpret, and report results of analytical initiatives to different stakeholders.
  • Oversee the data/report requests process: tracking requests submitted, prioritization, approval, etc.
  • Develop and implement quality controls and standards to ensure analytics products meet the standards and organizational expectations for high quality data.
  • Organize and drive successful completion of data insight initiatives through effective management of analyst and data employees and effective collaboration with stakeholders.
  • Communicate results and impacts of insight initiatives to stakeholders within and outside of the company.
  • Work together with the M&E Manager to continuously review the quality and timeliness of DHIS2 data for the project’s priority indicators.

Required Qualifications:

 

 

  • Degree in computer science, Informatics, Information Technology, or a related field.
  • At least 5 years of experience and proven responsibility in the analytics field managing, manipulating, and drawing insights from data.
  • Experience and strong programming skills with querying languages: SLQ, SAS etc.
  • Experience with data visualization tools: Tableau, PowerBI, Excel, ArcGIS, QGIS etc.
  • Experience with Word, and PowerPoint.
  • Knowledge of district-level service delivery networks and systems.
  • Excellent interpersonal and time management skills. Ability to interact with partners and MoH stakeholders at different level in a professional manner while maintaining the values of the Palladium Group.
  • Demonstrated oral and written communication skills, and the ability to develop and deliver technical presentations.
