Partners in Health (PIH) is a non-profit organization based in Boston, Massachusetts, USA, whose mission is to provide a preferential option for the poor in health care. Through service delivery, training, advocacy and research, PIH works globally to bring the benefits of modern science to those most in need and to serve as an antidote to despair. PIH has programs in Haiti, Peru, Mexico, Russia, Rwanda, Lesotho, Malawi, Sierra Leone, Liberia, Kazakhstan and Boston. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.

PIH began working in Malawi in 2007, where today we support the Ministry of Health (MOH) to serve a catchment area of 165,000 through 12 health centers and two hospitals in partnership with our sister organizations. Partners in Health/Abwenzi Pa Za Umoyo (PIH/APZU) has its headquarters in Neno District with operations across the country.

We therefore seek to recruit suitably qualified and experienced candidates for the following position:

Position : NCD Supply Chain Technical Assistant

Reports to : NCD Physician Specialist

Commitment : Full Time (Monday-Friday)

Working Hours : Regular Office Hours (40Hrs/Week)

Location : PIH Lilongwe Office and HTSS unit Ministry of Health APZU National NCD Program

APZU has taken a greater role in working with the national MOH, notably with the Non-Communicable diseases (NCD) unit. The APZU national NCD team works with the MOH to expand PEN-Plus, mentor clinicians in NCDs, improve screening in the community, develop the national NCD supply chain and improve M&E systems for NCDs.

Position Overview:

The APZU National NCD Team and the NCD Unit of the Ministry of Health (MOH) are keen on improving access to NCD medications and supplies in Malawi. Coordination with the Health Technical Support Services (HTSS) and Central Medical Stores (CMS) have been ongoing and are necessary to improve the national

NCD supply chain. The APZU National NCD team and MOH are funded by the Changing Diabetes in Children (CDiC) project, World Diabetes Foundation (WDF) and UNICEF in procurement of medications and supplies. This includes donations of insulin and diabetes supplies, direct procurement NCD medications, lab supplies and medical equipment and assessments of the national NCD supply chain. The amount of work needed and technical expertise required has led to the formation of the NCD supply chain Technical Assistant (TA).

The job provides an opportunity to be involved in an innovative process in procurement and improvement of the national NCD supply chain. The role will challenge the TA to be a part of a complex project with ambitious goals. The NCD supply chain TA will be seconded to the HTSS unit within the Ministry of Health, but will report to APZU and coordinate closely with the NCD unit of the MOH and CMS.

Responsibilities and Duties

• Coordinate the Changing Diabetes in Children (CDiC) project for procurement of insulin and diabetes supplies for patients under the age of 25.
• Coordinate the procurement of NCD medications, lab supplies and medical equipment for UNICEF and WDF grants
• Coordinate NCD supply chain processes with the HTSS and CMS departments within the ministry of health
• Improve NCD procurement processes to provide greater access to medications and supplies for districts and reduce stock outs
• Assess national NCD supply chain processes to determine gaps in procurement processes and solutions to improve access
• Educate districts in improving supply chain tracking, ordering and procurement which may include field visits and assessing capacity within districts
• Advocate for improving the national NCD supply chain within the MOH
• Build and Strengthen relationships with stakeholders and donors involved in improving the national NCD supply chain
• Participate in MOH programs as decided by HTSS and the NCD unit of the MOH
• Coordinate with the APZU NCD team and other APZU TA’s within the MOH

Required Qualifications and Experience

• Bachelor’s or Master’s degree required in public health, international development, social sciences or other relevant field
• Relevant experience in working with the Malawi supply chain
• 5+ years of project management and related experience
• Experience working with NGOs and the Ministry of Health
• Willingness to travel locally to meet district supply chain teams
• Excellent organizational skills and ability to manage complex projects from creation to completion, plan and prioritize, and coordinate teams to meet deadlines
• Excellent attention to detail in all work
• Excellent communication and writing skills and ability to articulate PIH/APZU’s mission, project objectives, and resource need
• Proficiency in Microsoft Word, Excel and Powerpoint
