Background

In August 2021, United Purpose and Self-Help Africa (UP/SHA) merged at a Global Level. In Malawi the country programmes have merged together under one organogram. The merger of United Purpose and Self-Help Africa has given us a unique opportunity to create an organisation built on our shared values and ideals and one that draws on our collective experience, knowledge and skills to expand and improve our work across the countries we work in.

  UP/SHA Malawi is seeking to recruit a talented and dynamic person to start work 1st March 2023 for our Charity Water funded WASH programme, called Dowa Integrated Water Supply, Sanitation and Hygiene (DI-WASH), and for our drilling team that works with that programme. UP/SHA has been implementing phase 5 of the DI-WASH Program effective 1st January 2023. The goal of the program is to reduce morbidity and mortality of rural people of Dowa, especially under five children, caused by WASH related diseases. The objective is to increase access to safe water and improved sanitation and hygiene practices in target communities and selected schools and ensure sustainable operation and maintenance of WASH facilities by beneficiaries in partnership with the district councils and private sector.

Job Purpose:

Reporting to DI-WASH Project Manager, the WASH Engineer will be responsible for program-level WASH construction technical quality support and assurance for hand pump boreholes, solar based reticulated systems, sanitation and hygiene infrastructure. The Engineer will ensure that all constructions works are implemented in line with stipulated SPHERE and National WASH standards. S/he will also manage the Eureka Drilling team to achieve drilling cost effectiveness, quality control and oversee the drilling rig project’s budgetary control/management and reporting.

  Key duties and responsibilities:

  • Conduct overall planning and coordination of Water Points and Sanitation and Hygiene Facilities construction works under the guidance of the DI-WASH Project Manager.
  • Leading water points technical assessment process to determine the most appropriate water development options for each community within the parameters in line with GoM policy guidelines
  • Ensuring that GoM standards are maintained during Sanitation facilities and Water Point’s Construction and checked on completion.
  • Ensure quality solar based infrastructure construction and/or rehabilitation is implemented in designated areas in close collaboration with Private firms/Contractors, where applicable
  • Supporting and supervising construction teams working on construction related works.
  • Supervising geophysical siting and actual drilling in line with GoM standards
  • Managing the operation, maintenance and logistical requirements of construction equipment including the drilling rig and compressor under the guidance of the DI-WASH Project Manager.
  • Preparing high quality and accurate technical construction and other reports at short notice.
  • Maintaining an up to date water points and sanitation construction records
  • Provide technical support during borehole shock treatment for all contaminated boreholes
  • Provide technical support during water quality testing, monitoring and household water storage mass chlorination
  • Conduct field monitoring and quality assurance visit to monitor progress of activities and flag quality issues to the WASH Manager as soon as they arise
  • Develop and submit weekly updates and monthly monitoring and documentation reports to Program Manager/Regional Advisor
  • Provide overall day to day management oversight for the planning and delivery of EUREKA Drilling System, ensuring that all drilling projects are implemented within acceptable quality, timeframe and budget.
  • Work with the Project Accountant to ensure effective EUREKA drilling project budgetary control and monitoring is in line with UP/SHA’s financial procedures and guidelines, and fraud and risk management policies.

  Minimum requirements:

  • At least a bachelor’s degree in Engineering, Water Resources Management and any other relevant fields.
  • At least 3 years’ experience of working in Regular and Emergency WASH-related development projects.
  • Demonstrable understanding of safeguarding risks and mitigating actions.
  • Strong knowledge in drilling, construction of WASH infrastructure including construction/rehabilitation of solar reticulated systems/boreholes, VIP latrines, Emergency Prefabricated Latrines and Pit Emptying.
  • Experience in designs, implementation, operation and maintenance of solar powered water systems is essential.
  • Experience in community-based management and ability to deliver solar reticulated systems community-based management trainings.
  • Ability to use digital platforms (e.g., mWater) to locate and monitor WASH infrastructure is essential.
  • Ability to work independently and take a lead with new ideas.
  • Ability to build/maintain good relationships with stakeholders, especially government staff, communities and partners.
  • Strong respect and empathy for rural communities, and an affinity to UP/SHA mission and values of integrity, dignity and environmental respect.\Fluency in spoken and written English including good English report writing skills.
