CARE Malawi in partnership with mHub and Comboni Missionaries Institute Limited (CMIL) secured funding from EU to implement Ntchito Mbambande project (Skilled youth for an inclusive, wealth creating, and self-reliant nation project) to increase employability and self-employment for vulnerable youth in the districts of Blantyre and Machinga (southern region), Salima and Dedza (central region), Mzimba (northern region).

The Ntchito Mbambande project will be implemented in 48 months to enhance market-relevance of TEVET curricula for digital skills and green trades in sectors with high growth potential in Malawi, and mitigate participation barriers for vulnerable youth, in particular adolescent girls and young women, through diversification, decentralization, and localization of formal and informal TEVET programmes and post-graduation support.

CARE Malawi seeks to recruit well qualified candidates to fill the following vacant positions based in Machinga, Salima and Mzimba.

PROJECT MANAGER – SALIMA

Position Description

Reporting directly to the Senior Programs Lead, the Project Manager will oversee the Ntchito Mbambande project implementation and lead the district-based project team including the consortium members. The Project Manager (PM) will provide vision and leadership to the project team to ensure program quality in implementation, monitoring, evaluation, reporting and dissemination of lessons and better practices in adolescent empowerment programming. S/he will be responsible for the successful start-up, implementation, and close-out of the project within the approved time frame and resources with a view of meeting the project targets and protecting children and preventing them from drop out.

Specific duties and responsibilities shall include the following:

  • Develop and implement project annual and quarterly work plan which will be submitted to the Deputy Country Director- Programs.
  • Ensure corresponding financial planning and management to support implementation in the project including annual and quarterly budget preparation, cash flow forecasting, procurement planning, and expense monitoring.
  • Demonstrate efficiency, effectiveness, and economy (the 3Es) in resource allocation and use.
  • Working closely with the finance unit to ensure compliance with the requirements for financial and technical planning, implementation, and reporting.
  • Oversee the measurement of project implementation progress in the five districts against benchmarks set in the project proposal documents, Annual Work Plans, the performance, Monitoring & evaluation Plan (PMEP) and result framework.
  • Supervise the implementation of data collection and monitoring tools, data compilation and reporting.
  • Coordinate mechanisms for identification and documentation of lessons learned and promising practices in the district.
  • Provide guidance, coaching and mentorship to project staff and consortium members in the setting of their professional and personal development goals.
  • Manage performance planning and appraisals for project staff and consortium members.
  • Ensure space and opportunities to promote staff wellness and safety; report critical incidents to senior management.
  • Identify opportunities and help mobilize resources for staffdevelopment.

Required minimum qualifications, experience, and competencies

  • University Degree in Technical Education, Development studies, Social Science, Project Management, or any other related field.
  • At least 3 years of management experience in technical education development and youth empowerment projects.
  • Proven experience (at least 3 years) with EU funded programs involving subgrantee management and stakeholders including government, civil society and community-based structures.
  • Strong background in M&E
  • Good knowledge of gender transformative approaches, young women, and youth economic empowerment.
  • Project Management experience with strong abilities in team leadership
  • Solid knowledge of youth TEVET skills development programming approaches for helping vulnerable adolescents, especially girls to enroll and complete TEVET programs, Malawi TEVET sector, education, and livelihood policies.
  • Good at networking and managing relationships with multiple stakeholders.
  • Model and promote gender equity and diversity.
