Open Connect Limited is a wholesale telecom services provider founded in 2016 to develop telecom infrastructure and offer wholesale carrier services in Malawi. It provides open access networks, including a national backbone and a layered access dark fiber network, to serve all telecom players. OCL is the top domestic provider of carrier, redundant light, and last mile dark fiber services to major mobile operators, ISPs, and TV providers
OCL seeks to recruit a Billing Engineer, tenable at Head Office – Blantyre.

Reporting to: Sales & Marketing Manager
JOB PURPOSE:
This person will be the main point of contact across all projects, ensuring all invoicing meets project requirements and guaranteeing payment-related issues are reduced to a minimum.
KEY RESPONSIBILITIES
• Prepares billing cycle calendars and ensures processes are completed accordingly.
• Monitors system job status and audits daily data input for process accuracy; identify inaccuracies and ensures any issues found are corrected.
• Works with other user departments regarding system functions related to utility billing.
• Prepares and maintains program and user identification, categorization, documentation, and protection of all division data resources.
• Troubleshoots systems to identify and resolve issues and malfunctions.
• Escalates defects or malfunctions which need to be referred to the appropriate party, as needed.
• Focus point between the organization and billing system vendor and another related third-party support system in the billing function.
• Handling and resolving customer complaints regarding a product or service.
• Ensures that all documentation of customer contracts is in line with service provision.
• Prepare detailed Bill of Quantities/Pre-tender estimates.
• Estimates Tender documents based on the requirements of the project.
• Coordinates and conducts training in computer applications and operations of systems and equipment.
• Provides technical guidance and instruction to staff in work procedures related to the billing system.
• Participates in analysis of computer and software needs; participates in feasibility studies for new or enhancements to division computer systems.
• Ensure that all users maintain best-practice standards when conducting routine system procedures.
• Identifies, reports, and tracks system issues with software vendors.
• Ensures that the organization is protected from all elements of risks of revenue leakages, through inadequate security and fraud exposure.
QUALIFICATION, KNOWLEDGE, SKILLS, AND EXPERIENCE
Qualification: BSc in Information Technology/Computer Science/Telecommunication/Statistics
Experience: 2 – 5 years experience in the Telecommunication Industry.
Skills/Expertise:
- Strong aptitude in SAP software
- High attention to detail and accuracy under pressure
- Analytical problem-solving skills and a keen eye for detail
- Good time management skills deadline driven.
