QUALIFICATIONS:
A must:
· Holder of MSCE Certificate or its equivalent
· Certificate in HTS from Ministry of Health.
· Certificate in Supervisors Training
· A clean motorbike licence and proven record of riding for over 1 year
· Professional Certificate in Nursing, Social Sciences (Psychology, or Sociology), Public Health/Environmental Health, and Teaching, whereas a Diploma in these professions will be an added advantage
SKILLS: · Highly motivated, with excellent planning, diplomatic, communication, interpersonal and analytical skills
· Good public relations
· Community mobilization skills
· Innovative and a self-starter
· Report writing
· Able to competently make a Power Point presentation

EXPERIENCE:
· Have at least two to three years’ experience as a Counsellor.
· Minimum of 3 years’ experience as HDA Supervisor
JOB FUNCTIONS:
To provide supervision of HIV Testing services through mentoring and maintenance of quality assurance standards. To plan for individual as well as project work plans and also maintain effective collaboration with stakeholders.
MAIN RESPONSIBILITIES:
1. Oversee the provision of quality HTS,
2. Enhance HDAs have all HTS commodities to ensure uninterrupted service delivery
3. Support the rovision of IEC materials related to HIV/AIDS, STI,FP and PMTCT
4. Maintaining quality assurance in Counselling and Testing,
5. Assist in planning and executing of training for H.D.A’S,
6. Planning and coordinating Project activities,
7. Monitors, evaluates and controls the implementation of HTS
activities and the other related services by H.D.A’s,
7. Ensures effective communication channels are maintained among staff,
8. Collaboration and Coordination with Stakeholders.
DUTIES AND TASKS
Duty 1 :Oversee the provision of quality HIV Testing Services
Task 1.1 :Ensures availability of approved SOPs, counselling and testing protocols in all Service Delivery points
Task 1.2 :Ensures HDAs are providing services that are aligned to approved MOH Guidelines and prevailing protocols
Task 1.3 : Ensures HDAs are providing services that are targeting key and at risk populations to minimise in efficient testing and maximise yield
Task 1.4 : Ensures efficient HAD allocation determined by the testing and yield burden
Task 1.5 : Supports HDAs to trace contacts in a timely manner and inplaces convenient for contacts
Task 1.6 : Monitors program’s key activities to ensure achievement of facility based targets and overall district targets.
Task 1.7 : Ensures effective linkage strategies are in place for newly diagnosed HIV positive clients and HIV negative clients
Duty 2 : Supports the provision of IEC materials related to HIV/AIDS, STI,PrEP, FP and PMTCT.
Task 2.1 : Conducts group education at the receptions
Task 2.2 : Conducts community sensitisation during outreach programmes
Task 2.3 : Ensures the availability of IEC materials that are culturally appropriate and in a local language in all client waiting areas
Task 2.3 : Provides information on proper condom use,
Task 2.4 : Assists in condom distribution
Duty 3 : Maintaining quality assurance in Counselling and Testing
Task 3.1 : Designs a supervisory plan and schedules for any supervisory sessions
Task 3.2 : Sets individual performance objectives with Counsellors/ H.D.A’s so that they know what is expected of them. Periodically reviews each HDAs individual level of effort and where need be , devises a Performance Improvement Plan with HDAs whose performance is low.
Task 3.3 : Ensures that there is adequacy of counselling space, privacy and availability of all protocols/ or tool in the counselling rooms.
Task 3.4 : Conducts sit-in observations to assess competencies of H.D.A’s and whether or not clients’ needs are met and timely give feedback
Task 3.6 : Promotes a spirit of team work among H.D.A’S and enhances a sense of individual responsibility and commitment for the provision of quality HIV Counselling and testing services to all clients.
Task 3.7 : Organises and conducts clients exit interviews, Clients satisfaction surveys through sampling a sizeable number of clients.
Task 3.8 : Ensures that HIV testing samples are sent to reference laboratory for quality assurance
Task 3.9 : Supervises Infection Prevention and Control systems to ensure protection of both staff and clients from infections.
Duty 4 : Assist in planning and executing of training for HDAs
Task 4.1 : Conducts training needs assessment
Task 4.2 : Assist in designing training in accordance with the needs
Task 4.3 : Mentor and supervise students and counsellor in Pre- and Post- test sessions through demonstration, observation and practice
Task 4.4 : Evaluating and validating training
Task 4.5 : Preparing reports on training in counselling and submitting
them to management.
Duty 5 : Planning and coordinating of the project activities
Task 5.1 : Holds regular meetings with H.D.A’s to establish sectional needs and strategies
Task 5.2 : Conducts periodic planning meetings with H.D.A’s.
Task 5.3 : Prepares monthly outreach programs for both campaign and HIV testing and assign staff accordingly
Task 5.4 : Ensures availability of test kits, drugs, condoms, I.E.C materials and other HTS related supplies, etc
Task 5.5 : Monitors logistical supplies systems.
Task 5.6 : Conducts periodic checks on the use of resources to ensure effective control measures are followed.
Task 5.7 : Liquidates and submits all activity reports to the Line Manager
Duty 6 :Monitors, evaluates and controls the implementation of HTS
activities and the other related services by staff
Task 6.1 : Conducts performance reviews and appraisals of staff to
establish whether or not H.D.A ‘s are performing according to the required standards.
Task 6.2 : Reviews, supervises and monitors the work performed by H.D.A,’s
using various tools and systems.
Task 6.3 : Conducts systematic analyses of data information for
feedback, interprets the information, and documents the
results.
Task 6.4 : Submits Monthly and Quarterly reports for activities and

Duty 7 : Ensures effective communication channels are maintained
Task 7.1 : Conducts regular H.D.A’s meetings to hear their views on
performance of their work.
Task 7.2 : Explains to staff the value of their work, recognises their
importance, and helps them take responsibilities.
Task 7.3 : Obtaining feedback through careful listening and observing,
and explaining to staff what is expected of them by the
organization.
Task 7.4 : Effectively communicate all relevant communication from Line Manager to HDAs and vice versa
Duty 9 : Collaboration and Coordination with Stakeholders
Task 9.1 : Ensures that regular meetings are conducted to share experiences, discuss challenges
Task 9.2 : Promotes development of networks for providers within the catchment area
Task 9.3 : Ensures that referral systems and mechanisms for clients are in place and functioning.
Task 9.4 : Refers clients to other service providers for continued support.
