DATA OFFICER (1 POST) – BLANTYRE
MAC-Communicable Diseases Action Centre (MAC-CDAC) is an institution under the Kamuzu University of Health Sciences that works with Ministry of health, local and international health agencies to address priority health problems such as malaria, HIV/AIDS, maternal and child health, neglected tropical diseases and other communicable diseases. Focusing on operational and evidence synthesis research, capacity building and training, health care systems strengthening, disease surveillance, and monitoring and impact evaluation, MAC contributes to evidence based policy formulation and health programs implementation in Malawi and the SADC region.
MAC is inviting applications from suitably qualified and enthusiastic individuals to fill the position of Data Officer on a project that is working with Ministry of Health to support health systems and immunization strengthening activities with funding from GAVI Vaccine Alliance.
Job summary
Reporting to the project lead, the officer will provide data management expertise and be responsible for day-to-day data management of the program and research data. S/he will assist design and maintain databases, manage the servers, produce reports, data collection and management and overseeing quality assurance and control. S/he will work closely with all stakeholders in the implementing sites as well as MoH personnel at all levels of health care system, NGOs and academic institutions to achieve the goals of the surveillance program.
Type of contract and duration
Initial contract is for one year with possibility of further extension based on performance and availability of funding.
Key areas of responsibility:

Design data collection systems including implementation of databases and configuration of electronic data collection devices.

Update and maintain program databases in collaboration with project and MoH personnel.

Understand the data to be collected, design data collection tools and establish and implement quality assurance and quality control procedures for data.

Work with project lead, coordinators, and district officers to troubleshoot technical data-related challenges.

Review and monitor all data to ensure accuracy, quality and completeness.

Promptly report any data issues to PI and supervisors and assist to resolve.

Provide support for data analysis for program implementation, donor and scientific reports as well as presentations.

Oversee and manage data management files in a documented and orderly manner.
- Enter raw or semi-processed data in the program databases as required.

Update and maintain program databases.

Extract data from databases for analysis as required

Validate and back-up entries into the databases as per schedule.

Assist to manage the servers
- Provide training and supervision on data management, quality assurance and control to personnel.

Accomplish all other tasks as assigned.
Minimum qualifications
-
At least Bachelor’s degree in statistics, computer sciences, bioinformatics or Information Systems sciences or related field

Experience in programming in any database language or in data management is highly desirable. Those with advanced diploma and strong reputable experience will be considered.

At least 1-year data management experience in similar position
Technical and Professional Requirements
-
Familiarity with use of some spreadsheet and statistical software packages such as EXCEL, EPI INFO, STATA, SPSS, R, Open data kit and SAS.

Some experience in data analysis and programming in a statistical software package.
- Knowledge of and proficiency of programming in a database like SQL or MySQL (not required, but highly desirable).
- Some familiarity and knowledge of Ministry of Health data reporting systems and tools including DHIS2.
- Familiarity of portable electronic data collection devices
- Ability to focus on details. This is fundamental.

Ability to work independently, in a team setting and in a collaborative environment.

Ability to communicate effectively with individuals or in groups.
- Skill to write concise, grammatically correct technical correspondence
- Excellent planning and organizing skills
