The Government of Malawi is implementing the Malawi COVID-19 Emergency Response and Health Systems Preparedness Project funded by the World Bank (IDA) partnership with Global Financing Facility (GFF). This is a six-year (2020 – 2025) project in its third year of implementation. The M&E Specialist is a full-time position and is tenable at the Public Health Institute of Malawi (PHIM) located in Lilongwe, Malawi, but responsible for the implementation of COVID-19 response activities across the country.
Project Development Objective( PDO)
The Project Development Objective (PDO) is to prevent, detect and respond to the threat posed by COVID-19 in Malawi and strengthen national systems for public health preparedness. The Project will support detection, surveillance, response and system strengthening activities prioritized in the Malawi COVID-19 Preparedness and Response Plan. To this end, the project team will support the implementation of the Project activities in alignment with the Project Development Objectives.
SCOPE OF THE ASSIGNMENT
The Monitoring and Evaluation Specialist is a Public Health and a monitoring and evaluation expert shall have overall responsibility for monitoring and evaluating project activities including producing regular progress updates and information to management. The officer shall also be responsible for tracking implementation of work plans as well as performance indicators for the project. This is a full-time position.
Duties and Responsibilities
The M&E Specialist will be responsible for overseeing implementation of the monitoring and evaluation (M&E) framework of the overall project implementation. His/her responsibility will include:
Implement the M&E System:
Implementing the M&E plan, collect, compile and analyze data on a regular basis, and track progress on the Project’s Results Framework indicators, and contribute to progress reports for submission to the World Bank.
Support implementation of operational research and other related activities in the approved workplan
Liaise with CMED to maximize opportunities of integrating project data system with HMIS, where such indicators make sense to be integrated in the HMIS
Project Information Management:
Collect, check, verify and compile data from the field as stipulated in the M&E plan.
Update and maintain the project database.
Work closely with zonal and district health teams and ensuring that they provide timely project data to the PIU/PHIM
Data Quality Assurance:
Review of field level assessment reports.
Ensure that reports are complete and meet the quality requirements.
Participate in supportive supervision and mentoring of district and health facility staff in M&E
Reporting and Documentation:
Responsible for the timely and accurate reporting of results called for under the commitments and contract consistent with requirement of SADC, MOH, World Bank
Working closely with the project team to ensure that lessons learned from project evaluations are documented properly, and case studies and success stories under the project are compiled
Assist in contributing for developing and managing knowledge products (knowledge management) of project.
General responsibility:
Conduct monitoring visits to the field as and when required and in accordance with the workplan.
Organize and facilitate M&E related activities like review meetings and monitoring visits in accordance with the approved workplan.
Participate in key national and regional technical working groups and forum on M&E use of data for project monitoring
Carry out other duties and responsibilities related to M&E as assigned by the Project Coordinator.
6. Qualifications and Experience
Master’s degree in MPH, Epidemiology or relevant field with at least 10 years of experience in a health-related project in designing, implementing and overseeing M&E related task
Experience of quantitative and qualitative data collection and analysis.
Good interpersonal, communications, and facilitation skills.
Hands on experience of managing database software.
Strong statistical skills including knowledge of Microsoft applications.
Good writing and communication skills with experience in report writing.
Programmatic experience in public health, health system management, and in relevant field desirable

Monthly project updates compiled and presented to the PIC and submitted to the bank
Quarterly progress reports presented to PIC and submitted to the Bank
Annual performance reports presented to PIC and submitted to the Bank
Biannual performance reviews conducted
Final evaluation report presented to PIC and submitted to the Bank
Duration of the Assignment
Initial one-year contract, subject to review after the first year, with possibility of extension dependent on performance.
Reporting
The COVID-19 Monitoring and Evaluation Specialist will operate under the direct supervision of the Project Coordinator.
Location of Employment
The Monitoring and Evaluation Specialist will be based at the PHIM in Lilongwe CHSU Campus, but would be required to travel regularly to the field where the MCERHSPP is implementing its activities.
Facilities to be Provided by the Client
The following shall be provided by the Client: office space, furniture, and office equipment, communication, and internet facilities. For all field related assignments, the Project shall provide transport costs and other expenses (per Diems etc.) related to the field work

A Consultant will be selected in accordance with the Individual Consultant (INDV) selection method set out in the Procurement Regulations.
