The Global Environment & Technology Foundation (GETF) is a non-profit organization with over 30 of years experience building and administering public-private partnerships for social impact at scale. Project Last Mile (PLM) is a public-private partnership administered by GETF that leverages the supply chain and marketing expertise of The Coca-Cola Company and its network to improve medicine distribution and uptake of health services across Africa. In Malawi, Project Last Mile will be working with the Ministry of Health, USAID, and implementing partners in-country to support ultra-low temperature cold chain strengthening to improve the storage and efficacy of COVID-19 vaccines.
The Malawi CCE Capability Development and Training Coordinator will function at an operational level to ensure that the planned capability development and training programs are effectively executed. This role will be required to coordinate the execution of planned capability development and training programs together with Ministry of Health (MoH) management teams: Expanded Program on Immunization (EPI) and Physical Assets Management (PAM) and ensure successful delivery of the programs by the contracted CCE service provider. This role will report to the CCE Project Lead, who is overseeing all technical and strategic aspects of the project.
As COVID-19 travel restrictions will be in place for the duration of the project, the suitable candidate will be an independent consultant who can operate in a virtual team setting and is comfortable coordinating with the Project Lead based remotely. The Malawi CCE Capability Development and Training Coordinator will make sure the scope and execution of the training programs are on schedule and deliverables are met in a timely manner, coordinating inputs and alignment across stakeholders and the PLM project team. The independent contractor position is based in Lilongwe, Malawi with a level of effort of 140 hours per month from February – July 2023.
Key Responsibilities may include (but are not limited to):
- Lead and coordinate the implementation of cold supply chain capability development and training programs for MoH technicians and employees in Malawi in close collaboration with the PLM CCE Project Lead, PLM CCE Capability Development Coordinator and the PLM Country Project Team.
- Manage relationships with relevant stakeholders, including but not limited to, MoH (EPI and PAM) and health facility teams to organize successful CCE training programs.
- Coordinate the delivery of training programs with Service Provider teams and ensure that the necessary organizational preparations and rehearsals will be done by Service Provider technical team to deliver the training programs effectively.
- Attend CCE capability development training workshops to observe and capture participant feedback about the value and effectiveness of the training programs.
- Provide support to the CCE Capability Development Coordinator with the development of budgets required for the execution of planned training programs, the spending and ensure that the programs will be completed within the approved budget.
- Work in close collaboration with the CCE Project Coordinator to report progress to USAID Management, establishing and maintaining their support for the training program activities.
- Help mobilize and coordinate the required resources to achieve the approved objectives of the CCE capability development workstream in a timely manner and within budget. This will include coordinating with external CCE service providers, MoH/government stakeholders and operational partners.
- Support and facilitate knowledge and experience transfer between Service Provider and MoH technicians.
- Track the progress of the project activities in close coordination with the PLM internal team.
- Communicate and report on project performance progress, challenges and potential risks proactively and in a timely manner.
- Support the implementation of the country project plan and all CCE capability development activities, ensuring alignment of all technical deliverables with key stakeholder requirements.
- Work in collaboration with CCE Project Coordinator and provide support for the CCE preventive maintenance and repair services in alignment with CCE training programs.
- Support the development of processes and strategic plans and their implementations by the MoH organizations and health facilities to improve CCE operations and preventive maintenance practices in the health facilities as per the programs and methodologies taught in the training programs.
- Support the CCE Project Coordinator with day-to-day operations and implementation of all CCE activities, including follow-up with PLM vendors, procurement support, data collection and reporting, and coordination among partners to consolidate the inputs required to execute PLM deliverables as assigned and requested.
Requirements:
- Minimum three years of experience in cold chain management, and medical or FMCG experience in product cold chain storage and distribution systems.
- Previous experience in the field of Supply Chain and Project Management, (in particular – cold chain storage and distribution and vaccine cold chain management projects).
- Demonstrated project management skills, including but not limited to, program planning, partner coordination and implementation, budget tracking and reporting, third-party staff oversight and people management.
- Working knowledge of public and/or private health sector organizations in the country.
- Demonstrated ability to establish and maintain positive relationships with government organizations and all types of stakeholders and personalities.
- Previous experience in developing public health, cold chain equipment programs and organizing technical training programs is an advantage.
- University education and experience in Engineering/Supply Chain/Technical areas are preferred.
- An administrative person with engineering background and strong organizational and financial management skills.
