Project Overview and Role:

 

  Primary Duties and Responsibilities:

 

1. Procurement

  • Manage the procurement process and documenting decision-making processes in accordance with USAID and Palladium’s regulations.
  • Critically analyze the completeness of purchase requisitions further ensuring they comply with Palladium’s policies and procedures before proceeding with the solicitation process.
  • Submit complete, accurate and well-organized procurement documentation for review and approval and following up on pending reviews and approvals.
  • Work collaboratively with project teams and provide sound, compliant and effective procurement guidance and solutions.
  • Ensure that all quotations are solicited fairly, transparently, competitively, and ethically in line with Palladium’s policies and procedures.
  • For procurements that require the review of the Internal Procurement Committee, prepare adequate documentation for the meetings, and follow through on recommended actions.
  • Maintain systems for tracking procurement documents, correspondence, and reporting.
  • Inspect goods and equipment supplied to the project, and record observations in procurement tracking system.
  • Conduct due diligence review of selected vendors, including screening of all selected vendors through Sam.Gov. 
  • Assist in the selection of prequalified suppliers of goods and services, to promote good procurement practice with due regard to sustainability, ethical purchasing standards and costing.
  • Work with internal stakeholders (Technical team) to determine procurement needs in line with approved annual  project work plan, quality and delivery requirements, and annual budget.
  • Assist in the development of a comprehensive annual Procurement Plan based on the project workplan and subsequently monitor its implementation.
  • Any other procurement duties as assigned.

2. Transport and Logistics

  • Develop and implement a fleet management system that achieves both efficiency and effectiveness for vehicle maintenance, fuel management, health and safety management, vehicle tracking, trip scheduling as well as driver management.
  • Supervise the Operations Assistant and drivers to ensure effective day-to-day transport schedules and fleet management services.
  • Work closely with the Senior Management Team and all staff members for effective coordination of transport support.
  • Consistently collect fuel consumption and vehicle maintenance data to track expenditure and to inform budgeting and decision-making processes.
  • Plan and oversee effective implementation of the day-to-day activities of the transport section.

3. Administration

  • Assist in management of field office assets, premises, supplies and facilities as required.
  • Administer regular maintenance of all central office space and equipment including necessary insurances and processing of claims in case of loss.
  • Maintain up-to-date record of all rent, service and utility contracts for the office and administer prompt payment of rents, insurance, service and utility bills.
  • Work with project team to calculate and submit cost share information, where applicable.
  • Manage expendable property.
  • Perform receiving function, record, and tag all items.

 

Required Qualifications:

 

 

  • Bachelor’s Degree in business, administration, procurement, or related field; MBA is an advantage.
  • Minimum 7 years’ experience in procurement, logistics and Administration
  • Proven competency in planning, organizing, and implementing operational activities.
  • Demonstrated experience working with an international organization.
  • Knowledge of U.S. Government procurement regulations and policies.
  • Strong management skills with ability to mentor, coach, lead, develop and evaluate staff.
  • Ability to work with a low level of supervision and as a part of a team when required.
  • Demonstrated critical thinking, attention to detail, and organizational skills.
  • Demonstrated leadership skills including a high level of professional maturity is required.
  • Knowledge of the local, regional, and international sources of supply.
  • Impeccable integrity.
  • A demonstrated ability to meet deadlines.
  • Excellent computer skills, Microsoft Suite (Windows Word Processing, Excel, Access, PowerPoint, Outlook, Teams).
