Humanitarian Program Manager (INT9404)
Oxfam is a global movement of people working together to end the injustice of poverty.
This is a 2 years fixed term contract to be based in Lilongwe, Malawi. You must be either a Malawi national or have the legal right to work in Malawi (proof of work permit to be presented at interviews stage). The role covers work in all the cluster 4 countries (Malawi/Mozambique/Zambia/Zimbabwe. Our model is anchored on influencing and working through partners.
The Role
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Provide thought leadership 10%
• Provide thought leadership on the Humanitarian preparedness and response thematic area, staying up to date with the latest thinking, undertake/lead hazard, vulnerability and capacity as well as emergency needs assessments and resilience research; and spend time in reflective consideration to develop a comprehensive understanding of humanitarian work and how this contributes to addressing poverty and Inequality in Southern Africa.
• Ensure planning and delivery of an impactful partner led humanitarian program that contributes to the principle of one program in SAF.
• Work with humanitarian partners and related coalitions and networks to influence national, regional and international actors’ policies and practices on resilience and humanitarian work. This will involve adopting a strategic, proactive perspective to save life and ensure sustainable change.
Program support and facilitation 10%
• Work closely with the Humanitarian Lead and the SAF Cluster Programme Quality & Learning lead to ensure that an appropriate, effective and transparent Program Quality & learning system and processes are in place for the program to deliver on the Cluster strategy. Through this, enable and facilitate other humanitarian actors to learn from best practice and Oxfam standards demonstrated through humanitarian work.
Partner Capacity building and relationship management 40%
• Lead initiatives to build humanitarian preparedness and response delivery capacities of identified partner agencies and communities in disaster prone areas in the countries in SAF
Program management and resource mobilisation 30%
• At request of the Humanitarian Lead, take on interim direct management of humanitarian response in a specific country, until such time as longer term arrangements can be made.
• In major emergencies, and in coordination with the Humanitarian lead ensure that Oxfam and its partners has the necessary capacity to meet the management, logistical and technical requirements of any humanitarian programme undertaken and to ensure effective coordination of Oxfam’s response with all stakeholders, including the government
• Work with the Business Development Managers to raise funds for the humanitarian programme objectives through the development of emergency assistance appeals, fundable resilience and recovery concepts and by assisting in the development of donor proposals, budget submissions and other necessary activities
• Lead the development, implementation and review of security management and contingency plans in line with Confederation standards, policies and procedures
• Effectively manage humanitarian program budgets and utilisation of contingency stocks
• Work closely with the Media & Communications Coordinator to prepare regular SITREPS, provide update information, briefings and publicity on humanitarian work
People management and team leadership 10%
• Manage response teams and resilience program staff, consultants and researchers as required, in accordance with Oxfam policy and procedures.

• Good understanding of key humanitarian issues, institutions and policy debates linked to different types of emergencies in the Region.
• Experience of field-level management of complex humanitarian response programmes; and all phases of the project/program cycle, with a good understanding of context, dilemmas, challenges and ways of working.
• Demonstrable skills in gender analysis in humanitarian response or preparedness programming, and a clear understanding of the practical significance of gender issues in humanitarian environments;
• Demonstrable experience of policy development in relation to humanitarian response work.
• Experience of identifying training needs and developing and delivering training implementation
• Proven track record of policy/advocacy, influencing government, donors or other organisations through advocacy at regional and international levels.
• Strong experience working in partnership with national and international NGOs and civil society organisations and networks.
• Fluency in Portuguese for the role based in Mozambique
In addition, an ideal candidate will also have:
• Strong interpersonal skills and ability to build and manage good relationships both internally and externally.
• Ability to work independently and think innovatively and strategically, as well as collaborate within a team, including with colleagues based remotely.
• Ability to work on own initiative, manage complex workloads and deliver outputs to agreed deadlines.
