Project Overview and Role:

  Primary Duties and Responsibilities:

Reporting to the Technical Lead (with a dotted line to the Director of Finance and Administration), the Resident Engineer will be responsible for providing technical direction and coordinating construction and rehabilitation works and related activities under the MOMENTUM Tiyeni project to ensure they are executed in compliance with industry standards, contractual requirements and within agreed schedules. The Resident Engineer will oversee the works of engineering contractor(s) that will be recruited to undertake construction and rehabilitation works in targeted health facilities (infrastructure and WASH) and communities (WASH) in the 7 project districts of Chikwawa, Mulanje, Machinga, Dowa, Lilongwe, Zomba and Mangochi.

Roles and Responsibilities

•   Provide day-to-day management and monitoring of all construction activities including oversight of the work of contracted firms;
• Develop and prepare preliminary designs, BOQs & costing for all required elements in water supply, sanitation, oxygen ecosystem and building rehabilitations;
• Provide expert guidance and instructions to the project team and contracted firms for development and review of plans and designs;
• Lead development of Construction Quality Assurance (CQA) Plan to guide assurance of quality standards for all construction works under the project;
• Ensure projects are executed safely and within all regulatory and environmental requirements;
• Advise MOMENTUM Tiyeni leadership on all possible risks (technical, environmental, legal, financial or otherwise) that may affect project implementation;
• Review incident reports, ensure remediation plans are developed, executed, and communicated in a timely manner in coordination with the project leadership;
• Support selection and contracting processes for all contractors, including preparation of tender documents and conducting due diligence of bidding contractors;
• Maintain good working relationships with relevant government departments and other stakeholders at national and district level;
• Supervise construction works to ensure compliance with agreed contract specifications, quality standards and safety protocols;
• Prepare variation orders, completion certificates, payment certificates, maintaining documentation;
• Assist in the development of Environmental Assessment guidelines, ensure that contractors meet the required standards, and recommend action, as required;
• Provide necessary follow up of inventory of all items procured in the contracts according to relevant regulations;
• Ensure quality control and assurance of installations and renovation of works;
• Monitoring contract costs in line with approved budgets;
• Outline system components inspected, tested, accepted and rejected and system components commissioned and functioning;
• Carry out environmental, social and safety management plans.
• Develop monthly environmental reports for submission to the donor.
• Lead operationalization of the project’s water quality assurance plan and construction quality assurance plans in collaboration with the government of Malawi’s water department and the environmental focal person at USAID Malawi.
• Monitor progress and present weekly reports to the senior management team.
• Monitor progress and prepare monthly detailed progress reports.

Required Qualifications:

• Bachelor’s degree in civil engineering or related field.
• At least 5 – 7 years’ experience in the construction sector, with a minimum of 3 years of experience as a managing construction projects in the health sector in Malawi;
• Professional credential (registered with Malawi Engineering Institution).
• Experience managing USAID-funded construction projects will be an added advantage.
• Experience working and coordinating with the National Construction Industry Council.
• Knowledge of USAID rules and regulations related to construction will be an added advantage.
• Excellent organizational and time-management skills.
• Ability to train, mentor and coach professional and non-professional staff;
• Strong interpersonal and communication skills;
• Familiarity with Government of Malawi guidelines on construction and rehabilitation;
• Demonstrated advocacy and coordination skills;
• Demonstrated analytical and problem solving skills;
• Ability to work in a complex environment with multiple tasks and short deadlines.
