The Opportunity

Save the Children International is inviting applications from suitably qualified personnel to fill the position of MEAL Officer in the Ending Child labour project whose main objective is to “Contribute to the reduction of child labour targeting its worst forms” in Burkina Faso, Madagascar, Mali, and Malawi in line with the Sustainable Development Goals by 2025. The major responsibility of the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is to facilitate process and progress monitoring for the project, and inform management accordingly. The MEAL Officer will facilitate the implementation of the program monitoring system, including developing monitoring tools and processes, tracking project-monitoring indicators, monitoring quality of implementation, and updating program databases accordingly. S/he will work with the Program Manager and MEAL Manager to develop and maintain the MEAL system for the project. S/he will also support all research initiatives for the project, and coordinate the rollout of the accountability system.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

• Develop data collection and reporting formats and processes to ensure standardised reporting and ensure donor-reporting requirements are met.
• Coordinate adaptation and implementation of quality benchmarks.
• Update the project indicator performance tracking table (IPTT) on monthly basis
• Carry out routine data analysis and dissemination to project staff.
• Develop and maintain a systematic filling system for project monitoring data.
• Carry out routine data quality assessments.
• Support outcome assessments and any research studies as applicable.
• Support development and rollout of the project learning agenda
• Manage the beneficiary complaints and feedback mechanism – data collection, analysis, and dissemination for beneficiary feedback data
• Facilitate dissemination of monitoring findings, and agree corrective actions with project staff and other stakeholders as needed.
• Build capacity of project staff, district and community partners on the MEAL system.

Occasional, Significant Duties

Sit in for MEAL Coordinator or MEAL Manager when required.

In order to be successful you will bring/have:

• At least a Bachelor’s Degree in Social Science, Statistics, or related disciplines.
• At least 3 years’ experience in MEAL

• Experience working with large awards from international donors
• Experience with EU funded projects would be an added advantage
• Demonstrable skills in both qualitative and quantitative research.
• Demonstrable skills in managing electronic databases and survey data processing packages like ODK, Kobo, CommCare.
• Demonstrable skills in statistical analyses using STATA or SPSS.
• Experience with managing complaints and feedback mechanisms for project stakeholders
• Experience with developing data management tools and processes.

• Experience with developing or rolling out learning plans/agenda.
• Computer skills required i.e. MS Excel, MS Word, and MS PowerPoint
