Summary of the role
The Finance and Administration Manager (FAM) is a critical position in the organization response for overall financial management, including budgeting and monitoring of project expenditures; financial reporting and auditing; forecasting expenditures; and maintaining and supervising project accounts, books of accounts, banking and financial operations, and all administrative functions. He/she will advise the Executive Director, Management and the Board on all financial aspects of project operations in line with CHRR’s financial and administration polices as well as the rules and regulations of the Govermment of Malawi. He/she will particularly play a critical role in partnering with the senior management team in strategic decision making and operations as CHRR continues to build its capacity and enhance its quality programming. The FAM will report to the Executive Director (ED) but will often be required to exercise his/her own judgement and operate independently much of the time.
Key Responsibilities
Financial Management Duties
- Maintain financial records and systems in accordance with international standards and local legislative frameworks:
- Analyse and present financial reports in an accurate and timely manner; clearly communicate monthly, quarterly, bl-annual and annual financial statements; collate financial reporting materials for al donor segments, and oversee all financial, project/programme and grants accounting:
- Coordinate and lead the annual audit process, liaise with external auditors and the finance sub. committee of the Board; assess any changes necessary:
- Oversee and lead annual budgeting and planning process in conjunction with senior management; administer and review all financial plans and budgets; Montor progress and changes and keep senior management team abreast of the organization’s financial status.
- Manage organizational cash flow and forecasting;
- Implement a robust contracts management and financkl management/ reporting system;
- Update and implement all necessary organisational policies and accounting practices; improve the finance department’s overall policy and procedure manual;
- Effectively communicate and present the critical fnoncial matters to the Board of Trustees as and when required
Key Human Resources Duties and Responsibilities
- Oversee administrative and Human Resource functions to ensure efficient and consistent operations of the organization;
- Manage staff in the Finance & Administration Department, monitoring their work, setting targets and carrying out regular appraisals;
- Implerent performance management system and faciltate periodic staff perfomonce appraisals for all members of staff;
- Coordinate development and review of Human Resource and Administrative Polices and Procedures; Terms and Conditions of Service and related regulations and ensure they are satisfactorily implemented;
- Ensure that recrulting processes are consistent and streomined;
- Establish and manage a comprehensive training programme to educate staff on organizational tools, policies and procedures;
- Maintain inventory of organizational assets, including project and pool vehicles, drivers and messengers as per CHRR & Government rules and regulations;
- Oversee and enforce the mainstreaming of cross-cutting issues I.e. HIV/Aids, Nutrition, Gender, disability, social responsibility;
- Liaise with stoff from other departments as necessary, providing proactive support and advice on fiancial and administration issues as required.
- Administration Duties to provide efficient logistics and administrative support services
- Control motor vehicles, staff travel and accommodation requests to ensure they are within staff entitlement:
- Inspect office buildings and other infrastructure and report for timely maintenance to maintain health, security and outlook of buldings;
- Monitor stuff welfare portfolio to ensure consistent application of corporate policy and control of welfare costs;
- Manage inventory, coordinating and arranging for periodic updates
- Attend to administrative issues in llalson with stores, and procurement sections for office supples.
Required Competencies
Education
- First degree in Accounting, Finance or Commerce from a recognized university. Those with relevant professional qualifications, such as ACCA or CIMA, will have an added advantage
- Additional qualification such as a masters degree in Human Resource Management, Business Management or Administration is preferable.
Experience
- Minimum of 5 years of accounting experience, preferably with donor-funded development projects;
- Experience in managing finance and administration operations and repotting functions
- Demonstrable proficlency with Microsoft Word, Excel, PowerPoint, Access and other accounting fools and packages, including Sage Accounting packages;
- Experience of working in the NGO/non-profit sector will be preferable.
