EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 177 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

Title : Strategic Information & Evaluation Mentor

How will you fight for an AIDS-free generation?
The Strategic Information & Evaluation Mentor (SI&EM) is a well-trained, proactive and self-motivated individual. S/he reports to the District Manager. The SI&E Mentor will be the lead technical M&E expert responsible for all M&E related activities, including performance monitoring, data analysis, display and use and reporting of achievements and results against key site level performance targets. S/he will lead efforts to strengthen data collection and reporting systems, and performance monitoring within a targeted geographic area, which may include building the capacity of Data officers, Stats clerks, Health care workers and facility staff to document and analyze the performance of their HIV services and activities and ensure data quality and timely reporting. S/he will liaise with relevant clinical mentor and counterparts responsible for district program improvement, to develop routine mentorship plans, use data to guide mentorship visits and sites improvement plans, conduct routine mentorship, document mentorship visits and observations, follow up/remedial action plans and tracking of site improvements over time using tools such as DISC, MAP, DHIS2 etc. S/he will ensure that facility level targets are shared with site teams, program indicators are consistently tracked towards improvement; reporting of valid and reliable data that meet donor reporting requirements and organization SI&E standards. The SI&E mentor will support facility service delivery teams in documentation of services in EMRS and paper-based registers/M&E tools, facilitate and support the utilization of data to inform planning and client management at site level. Furthermore, the SI&E Mentor will develop systems to monitor DSD models and activities for improved linkages, retention and adherence to ART and ultimate growth of ART cohort in supported sites and district. will support facility teams for documentation of best practices and facilitate the use of such data to foster learning; contribute to the design and assist in managing program assessments and evaluations and promote a culture of evidence-based decision making; support utilization of data to inform planning and client management at site level. Furthermore, the SI&E Mentor will develop systems to monitor DSD models and activities for improved linkages, retention and adherence to ART.
No two days are alike at EGPAF, but what can you expect in this role?
Mentorship and M&E Planning
- Liaise with relevant clinical mentor to develop routine mentorship schedules, use data to guide mentorship visits and sites improvement plans, conduct routine mentorship, document mentorship visits and observations, follow up/remedial action plans and track site improvements over time using standard tools such as DISC, MAP, DHIS2
- Lead contextualization of program SI&E plan that contributes to strengthening existing M&E systems to better support continuum of care services.
- Implement the SI&E plan for the district and sites
- Ensure usage of standard and latest approved tools and SOPs for data documentation and reporting.
- Ensure MoH EMRs and back data entry apps for HIV care and treatment are complete and accurate.
- Support Facility Data Officers and Statistical Clerks to adapt to changes in data documentation data cleaning and reporting SOPs and tools.
- Support front line health workers in the use of digital platforms such as MAP, DHIS2, EMRS (PoC and eMC) for documenting service delivery
Capacity Building
- Ensure all health workers in EGPAF-supported health facilities have adequate knowledge and skills to use the MoH/EGPAF M&E tools and SOPs; EMRS and Paper based registers to document service delivery.
- Identify capacity gaps of facility teams and develop a plan to build the required capabilities of the district and facility staff to manage well data documentation, cleaning, collection, reporting and data use for the benefit of the district and facility level decision making.
- Conduct targeted mentorship based on capacity gap analysis, and ensure usage of mentorship tool and updating of information in DISC.
- Ensure EGPAF SI&E standards are being implemented in districts.
- Works closely with District Clinical Team to conduct data driven mentorship to district and health facilities
Data collection, usage and reporting
- Ensure accurate capturing of all DSD/pilot intervention data/weekly, monthly and quarterly reports into DISC, DHIS2, DATIM etc and verify and ensure accurate data reported
- Ensure effective district and facility data review meeting
- Ensure accurate and reliable data/information is reported as required.
- Ensure quarterly age/sex disaggregated data collection and report.
- Prepare health facilities for HIV/TB Supportive Supervision or any scheduled data collection exercise.
Data Quality Assurance
- Conduct routine data verification and data quality checks.
- Conduct internal Data Quality Audits (DQAs). Apply EGPAF requirement standard by covering at least 20% of the sites every year.
- Ensure facility teams are well trained in documentation and reporting
- Ensure availability of latest and correct documentation and reporting tools
- Conduct routine data validation process
Data Use for Performance Management Program Improvement
- Ensure EGPAF district/Facility staff have access to timely data for program improvements and decision-making.
- With support from the SI&E Advisor analyze health facility and district data to support EGPAF and MoH district technical teams.
- Support the use of tools developed for pilot interventions and new interventions.
Team Management
- Manages EGPAF Data Officers/statistical clerks where required by overseeing implementation of their individual annual/monthly/weeklywork plans and ensuring their capacity building, mentorship and professional development.
- Approve and submit timesheets timely for supported staff as required
- Coordinates closely with EGPAF colleagues in the facilities/districts.
- Manage key internal and external activities determining project success, such as tracking deliverables etc
- Build good collaboration with district HMIS officer
- Carry out any additional duties within reason as identified by DM.
To be successful, you will need to have:
- Minimum 3 years’ experience in M&E in Malawi
- Degree in social sciences, Public Health, demography, project management/monitoring and evaluation, statistics or related fields, or relevant work experience
- Master’s degree in public health or related field is an added advantage
- Experience with writing technical reports
- Knowledge and experience in using quality improvement methodologies for health, monitoring and evaluation, reporting, communication and learning (knowledge management)
- Strong analytical and planning skills, and an understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning
- Creative and innovative thinking, and attention to detail
- Good knowledge of statistical packages (R, Python, STATA, Epi Info or SPSS)- will be tested
- Ability to work in a team environment, but with self-sufficiency and self-motivation
- Strong interpersonal skills coupled with excellent communication skills: verbal, written, listening, presentation and facilitation
- Comfortable working independently and developing new procedures and systems
- Good interpersonal skills
Bonus Points if you Have:
- Good understanding of the functioning of Malawi health delivery systems, current health sector programs, strategies and implementation plans.
- Working knowledge of biostatics, have a basic knowledge of epidemiology, solid computer skills, including MS Office Suite; ability to interface with different analysis and database packages
- Highly organized, meticulous and reliable
- Knowledge of quality assurance / quality improvement principles will be advantageous. The incumbent must have excellent numeracy skills
- Good interpersonal skills and ability to engage teams in the use of data
- Ability to design, manage and present data and write technical reports and SOPs.
- Excellent oral and report writing and presentation skills.
- Innovative and able to analyze and evaluate data to inform program design for effectiveness and efficiency
