Position Summary:

DT Global is seeking  Fiscal and Procurement Oversight Agent for Malawi Health Services Joint Fund (HSJF) .   DT Global’s team monitor s the implementation of procurement plans; provide s technical assistance and oversight of procurements; and review s , approve s , and process es all financial transactions from relevant accounts. Malawi’s MoH is responsible for implementation of activities covered by the Fund; DT Global support s the Ministry in budgeting, cash flow management, and procurement planning. The field team provide s MoH and implementing entities with technical assistance and capacity building in both procurement and financial management, with the ultimate goal of ensuring transparent and accountable management of the donor funds.

 

As part of our HSJF team, DT Global intends to engage services of a seasoned candidate for the position of Senior Oversight Expert.

Primary Responsibilities:

  • Produce comprehensive Fiscal Accountability Plan, with process for annual reviews and needs based updates
  • Perform risk based checks of payment vouchers for completeness and accuracy before posting in accounting system
  • Oversee the monthly closure procedures and address outstanding issues, review monthly financial report
  • Review and approve liquidation reports
  • Compile quarterly and annual financial reports, including analysis of budget execution against approved budget
  • Review capacity and performance of implementing entities, develop capacity building plan and deliver on specific training needs
  • Support, train and mentor financial and administrative staff of spending units with regard to HSJF transactions and reporting
  • Establish risk and control matrix. Design and oversee implementation of risk mitigation activities
  • Conduct spot check to verify validity of transactions and activities at spending units
  • Perform annual fixed asset verification
  • Preparing Bank Transfers and following up with the bank about any discrepancies
  • Preparing ad hoc donor reports and reports for the HSJF governing meetings
  • Review Monthly financial reports
  • Prepare Quarterly Reports
  • Support the MoH in developing annual budgets and motions
  • Ensure compliance with tax issues
  • Support the MoH in monitoring the use of HSJF motor vehicles
  • Oversee the work of the Fiscal Specialist and Accounting Specialist

Education & Minimum Qualifications:

  • Minimum a Bachelor’s Degree in Accounting or similarly relevant field. Professional accounting qualifications or a Master’s Degree in relevant field
  • Have a minimum of three 10 years’ work experience in a similar position in a busy and reputable financial organization, international NGO or an Audit Firm/department.

Preferred Qualifications:

  •       Strong understanding of accounting standards and best practice in accounting operations, including accounting system.
  •       Have excellent English communication and writing skills.
  •       Result and detail oriented, self-motivated with excellent time management skills.
  •       Integrity at the highest level is a must.
  •       Possess troubleshooting, problem solving, and creative/innovative thought processing skills. Must be proactive and eager to identify ways to improve systems and processes, both within the FA and at the counterpart.
  •       Excellent team working and partnership skills that develop and maintain relationships with various key stakeholders.
