BACKGROUND

Pact, is implementing a 5 years REFRESH- USAID funded project in Malawi. The purpose of REFRESH project is to conserve the freshwater biodiversity of Lake Malawi to restore the natural fisheries productivity, which largely underpins the food and nutrition security of the rural and urban populations by targeting the lakeshore districts of Karonga, Rumphi, Likoma, Nkhata Bay, Nkhotakota, Salima, Dedza and Mangochi. Its sub-purposes are a) the targeted Lake Malawi’s aquatic habitats are healthy and well-managed b) the endemic fish populations of targeted parts of Lake Malawi are healthy and self-sustaining and c) the fisheries in the targeted parts of Lake Malawi are managed sustainably by 2024.
Primarily, the REFRESH activity will aim to achieve the following outcomes;
1. Fisheries governance and regulatory framework strengthened.
2. Fisheries ecosystem-based management improved.
3. Decentralization of fisheries management strengthened.
4. Commercialization of conservation enterprises to counter unsustainable fishing catalyzed
and supported.
5. CDCS priorities for integration advanced.
The following position is Vacant at Pact and requires to be filled as soon as possible: Procurement Officer (Lilongwe)
Reporting to the Director of Finance/Grants/Contracts/Administration the Procurement Officer will be responsible for supporting the sourcing and procurement of Goods, Works, and Services in the most cost-effective manner for Pact Malawi.
Strategic Procurement Management:
- Conduct source audit exercises through supplier selection, evaluation, and assessment of the service or goods provided by the supplier.
- Support the preparation of the Pact Malawi Procurement Plan
- Support Pact Malawi and its projects in procurement and other logistics assignments that ensure Goods, Works, and services are procured timely to facilitate project implementation and at the same time receive value for money.
- Work with the Director of Finance/Contracts/Grants/Administration to ensure vendors follow all the tendering regulations, procedures, and instructions.
- Ensure orders are accurately drawn with the correct specifications, quantities, qualities, distribution, and delivery requirements.
- Review all requests and purchase orders for completeness, in line with Pact’s internal policies, and conformance to user requirements.
- Issuing of Local Purchase Orders to supplier/vendors.
- Monthly preparation of Vat Claims with MRA and seeking endorsement and Follow ups with MRA/USAID.
Contracts Negotiation and Management:
- Preparation of standard bidding documents, with terms and conditions of the tender.
- Monitoring performance and delivery of the terms of reference (TOR) of contractors and implementing any recommendations for contract termination in cases of TOR non-compliance.
- Frame vendor contractual agreements for the supply of consumables for one year at the agreed prices.
- Support negotiations are carried out on consultant contracts and Orders to realize possible savings for the organization.
Performance Measurement and Management:
- Manage Relationships with Key Suppliers.
- Ensure implementation and maintenance of an updated suppliers’ database with catalogs of various products and prices.
- Conducting Watchlist Checks and maintaining the files for each procurement.
Basic Requirements
• Bachelor’s degree in Purchasing and Supply Chain or Logistics and 5+ years relevant experience or equivalent combination of education and experience.
• Experience in working with US government funded projects.
• Basic knowledge in Accounting.
• Knowledge of Microsoft Office.
• Knowledge of Office Equipment.
• Good written and spoken English.
• Attention to detail.
