The Government of Malawi Department of Disaster Management Affairs (DODMA) is the lead agency in responding to the emergency crisis with the Humanitarian Country Team (HCT) and policy direction from the National Disaster Preparedness and Relief Committee.

DODMA, as the lead coordination agency, manages all information on disasters and provides regular reports to international agreements that Malawi is part of. However, managing, analysing and packaging credible information depends on how vital the source of information is and how the information is accessible to stakeholders in usable products. Against this background and increasing shocks in Malawi, the Department of Disaster Management Affairs has started decentralizing its function and strengthening local-level disaster risk management. The DODMA is also working Disaster Information Hub (DIH) and a Disaster Risk Management Information System (DRMIS) which is being piloted in Phalombe, Mangochi, Chikwawa and Balaka districts for a start, which is aimed at automating disaster information for a more effortless flow of information and quicker analysis for decision making. However, with the system being rolled out with a scope of expanding countrywide, the demand for managing all the different pieces of data and information is imminent, necessitating strengthening the current capacity at DODMA to manage the demand.

As part of strengthening the information management system, the services of a Programer – Information Management Unit are sought to support the work of maintaining the information management system. The role is to develop and maintain applications as requested by DoDMA.

Duties and Responsibilities
  • Implement and maintain software applications specifically the DIH, DRMIS and 5Ws and update the design and architectural documents.
  • Implement and maintain the open-source dashboard that fully meets the specifications defined by DoDMA and the stakeholders’ required language and frameworks. The platform must be customizable, fully in compliance with DoDMA specifications, and can be scaled into a full-fledged and functional integrated web-based M&E dashboard of the national government.
  • Allow main three methods of input from users: (i) use of APIs, (ii) upload of CSV file, or (iii) direct input to the system.
  • Ensure effective integration of the front-end code, (i.e., every functionality of the dashboard works and performs it in the most efficient and fastest way possible).
  • Integrate code to automate specific functions such as notifications for new users, maintenance tasks, etc.
  • Ensure robust database security features for data submitted, reported, and uploaded into the dashboard.
  • Streamline the process of accessing data sets from the dashboard so that the website loads as fast as possible and its functionality is carried out as quickly as possible.
  • Work with CIMO and perform day-to-day tasks as directed
  • Coordinate data collection in the field in collaboration with the assigned supervisor
  • Report all findings that are necessary or beneficial to the improvement of Information systems on the ground.
  • Deliver a live demonstration of system features/capabilities during regular meetings with UNDP CO and local and national government representatives. Ensure that the interface results in positive user interaction and usability

Required Skills and Experience
Education:
A minimum of Bachelor’s degree in Information Communication Technology, IT, Computer Science
Experience:
  • 2 years of relevant work/management experience in Disaster Information Systems
  • Experience in designing and implementing architecture diagrams
  • Skilled in doing system-based research.
  • Experience with creating realistic job completion schedules
  • Writing and managing a software backlog to track progress is a plus.
  • Experience in software development processes

Required Skills

  • Proven experience and knowledge in Programming Languages (e.g., JavaScript, PHP, C#, Java, Python and or other OOP languages)
  • Good knowledge of systems development and design principles in Microservices and Event-Driven Systems
  • Proven Experience in Developing Software using mobile development platforms and frameworks such as, Cordova, Electron, Xamarin, Node, Vue, Quasar, Express, Loopback 3 and 4, Graph-QL
  • Proven experience in relational database management systems such as Microsoft SQL Server, MySQL, and Non-relational databases such Mongo DB
  • Proven experience in messaging brokers platforms such as MSSQL, RabbitMQ ZeroMQ or other related message brokers.
