Organizational Setting

The Position:

The Technical Officer for Maternal and Neonatal Health (MNH)  will provide technical support to the overall delivery of RMNCH interventions at district-level for Equitable Health Outcomes within the Umoyo Wathu UNJP.

The Technical Officer for MNH will operate under the direct supervision of the Programme Manager for the Umoyo Wathu Programme and under the technical guidance of the SRHR Coordinator.

How can you make a difference:

A Joint United Nations (UN) proposal on health systems strengthening (HSS) has been developed by UNICEF, WHO and UNFPA and coordinated by the Resident Coordinator’s Office (RCO). The Joint Programme will provide technical support to ensure quality integrated Sexual Reproductive Maternal Newborn Child Adolescent Health (SRMNCAH) services being available and accessible at primary care and community levels, leading to high coverage of such services, which is a key condition for women, children and adolescents to attain a state of good health by 2025.

The United Nations Joint Programme (UNJP) will identify and build upon the complementarities of the three agencies, bring together the added value of each of the partners to address the multifaceted areas of MNH, PHC and achieving UHC – all important contributions towards sustainable development in Malawi.

Main Tasks & Responsibilities

The Technical Officer MNH will be  responsible for the following:

  • Support development and planning of the UNJP Umoyo Wathu programme especially at the district level.
  • Provide technical and operational support for the implementation of the UNJP Umoyo Wathu programme at the district level.
  • Strengthen ability of WITS (Work Improvement Teams) in health facilities to adhere to the adopted 9 standards for QoC, using a phased and tailored approach based on facility’s needs (capacity building, mentorship in place, supporting District team seniors to mentor the juniors & follow up).
  • Support districts to ensure 100% consistent supply and provision of at least three modern family planning methods (including self-injectables); and offering of Post-partum family planning (PPFP) at all times.
  • Provide technical support to the EmONC Centres of Excellence to ensure quality BEmONC services are available at district and health centre  levels.
  • Support the Centres to develop multi-year capacity development plans to enable them to serve as Centres of Excellence.
  • Strengthen the human resource capacity and standards of care at district and sub-district level by supporting the Centres to build specific EmONC skills for inter-professional teams, including nurses and midwives, as well as community health workers (CHWs) and care groups.
  • Support districts in regular monitoring of EmONC facilities and ensuring quality of care in these facilities.
  • Assist in establishing a system for facility and community referral (including feedback mechanism) and support skills development.
  • Ensure maternal and perinatal death audits are conducted in a timely manner, and the Response (Action) after each review is followed through by the MPDSR team using QI principles and working in close coordination with district teams and technical officers for HSS.
  • Technical support to Maternal and Perinatal Death Review Meetings (District & Communities) to orient MPDSR Committees, including community members, HSAs on MPDSR Guidelines, verbal autopsies at the community level. Where MPDSR District Committees do not yet exist, support their establishment.
  • Supporting (orientation and briefing) HSAs to conduct maternal and newborn death surveillance, recording and reporting.
  • Technical support to the capacity building of health workers, including but not limited to, how to maintain continuity of quality MNCH services in the COVID-19 context.
  • Technical support to capacity building of Rapid Response Teams on topics such as infection, prevention and control, minimum packages of services during disasters, crowd control etc.
  • Support integrated supportive supervision to health facilities and monitoring of EmONC facilities.
  • Document and disseminate lessons learned from the MNH project to inform programme improvement and scale-up.


Qualifications and Experience


  • A trained health worker with a University (Masters) degree in Medicine, Public Health or Nursing and Midwifery. Advanced degree in a relevant field such as quality improvement is considered an asset.

Knowledge and E xperience:

  • At least three years’ experience implementing RMNCH service at health facility and/or district level
  • At least three years’ experience in quality of health care and data management with focus on RMNCH.
  • Experience working with health services management and reporting is an asset.
  • Prior experience working with an international or UN organization is considered an asset.
  • Experience working in RMNCH health service delivery.
  • Awareness of how to develop, strengthen and implement capacity building interventions of health facility staff.
  • A good understanding of the Malawian health system and health systems strengthening.
  • Background and/or familiarity with emergency is considered as an asset.
  • Computer literacy, including MS Office required.
  • Demonstrated strong writing and presentation skills.


  • Fluency in English. Working knowledge of Chichewa is an asset.
