The Health Systems team takes a systems and cross-technical approach to ensure delivery of equitable primary health care. The Health Economist Manager will support the development and execution of health financing and economics activities across VillageReach solutions. Ideal candidates will have experience in conducting health financing, costing and economic evaluations in low and middle-income countries (LMICs). Candidates eligible to work in Malawi, Mozambique or DRC are eligible to apply. This position does not qualify for relocation or work permit sponsorship.
The Health Economist position is full-time based out of one of the VillageReach’s offices in Malawi, Mozambique or DRC. One of VillageReach’s pillars is transitioning our solutions to governments or partners. To enable successful transition, we are hiring a Health Economist to lead and support programs and solution owners to (1) evaluate financial sustainability of solutions, (2) facilitate sustainable financing and incorporation of solutions in government budgets, and (3) generate evidence through economic evaluations.
This position is under the Global Technical Team and will report to the Health System Team Lead , with accountability to the relevant Country Director . The Health Economist will work closely with VillageReach’s Solution Cost Analyst. The Solution Cost Analyst is responsible for determining actual and forecasted direct costs; key information needed for the Health Economist’ work. They will provide technical assistance and capacity building support related to health economics, health financing and sustainable financing as a member of the Global Technical Team, including strategy development, technical analysis, stakeholder consultation and advocacy and contributing to technical reports and briefs.
Scopes of work for the first 12 months will include cost and economic evaluations for the Drones for Health (D4H) solution and community–identified solutions developed from the Bate Papo Vacina! program; building internal capacity and materials to integrate sustainable financing into Transitioning Well processes. The specific contributions and scope of work for solutions will be determined by the supervisor working with the program and solutions leads based on time availability, experience and program need.
Essential Duties and Responsibilities include the following. Other duties, responsibilities, and activities may change or be assigned at any time.
Economic Evaluations (75%):
- Scope, design and execute costing and economic evaluations for the D4H solution to explore the financial viability of medical drone delivery in low and middle-income countries (LMICs). Immediately lead a planned country wide economic evaluation in Malawi (Q1 2022). Advise on a planned evaluation in Mozambique (Q1 2022) and on an ongoing cost and cost-effectiveness evaluation in DRC.
- Work in collaboration with the University of Western Cape to scope, design and execute costing and economic evaluations for community identified solutions to address barriers to completing full childhood vaccination in Mozambique (Q1 2022) and Malawi (late 2022 or 2023).
- Develop and communicate guidance regarding choice and application of relevant economic evaluation methods, including cost-effectiveness, cost-utility, cost-benefit, and budgetary impact analyses, to specific program objectives.
- Develop strategies for identifying and accessing existing government data sources and execute primary and secondary data collection as required. Hiring and managing external consultants and enumerators when necessary.
- Lead data analysis, interpretation, synthesis and communication of evaluation outputs to diverse policy audiences.
- Disseminate findings through high-quality presentations, reports, and peer-reviewed journals. Create graphics and visualizations of quantitative and qualitative data.
- Utilize results to develop country specific sustainability plans, identify pathways and develop advocacy strategies for integration of solutions into Ministry of Health financing plans and budgets.
Sustainable Financing for Transitions (25%):
- Provide technical expertise and develop guidelines and tools for programs and solution owners to address financing gaps to successfully transition VillageReach solutions to governments
- Provide technical assistance to Ministries of Health and Ministries of Finance to identify pathways to and advocate for financial transition of solutions
- Work directly with Ministries of Health to identify health financing bottlenecks and develop strategies and plans to resolve bottlenecks
- Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals on sustainable financing for transitions.
- Conduct desk research including literature reviews, data mining and analysis on relevant technical and policy issues and effectively summarize findings.
- Build the capacity of VillageReach staff through on the job training and mentoring, so that they can build sustainable financing into program design, identify and manage health financing challenges and activities;
- Stays abreast of key developments in health finance, sustainable financing, economic evaluation, and resource allocation methodologies for health to inform technical support activities;
- Undertake and build capacity of program staff for improved monitoring and tracking of public expenditure to support transparency, accountability and effective financial flows for essential health service delivery; and
- Represent VillageReach in regional and global platforms.
- Contribute to business development, including desk research, technical input, and proposal and concept note writing pertaining to sustainable financing for solutions, health financing and economic evaluations.

Education & Experience:
- BA/BS and 8+ years of overall work experience or graduate degree in public health, health economics, health financing or related fields;
- 5+ years’ experience in public health, health economics, health financing or related fields;
- Demonstrated experience with health financing, especially in the areas of strategic purchasing, public financial management, decentralization, health financing reforms, policy leadership, and government engagement;
- Demonstrated experience working with and understanding interactions between ministries of finance and ministries of health in low and middle income countries.
- In-depth knowledge and experience in quantitative methods applicable to costing, health economics and health financing.
- Experience conducting costing, economic and financial analyses and performing evaluations of public health interventions and programs. A publication record in health economics or health financing will be of advantage.
- Experience working with and communicating evaluation results in a clear easy-to-understand format to government officials, donors and other partners is required.
- Strong analytical and quantitative analysis skills and a track record of leading technical activities in the field of Health Financing.
- Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
- Demonstrated understanding of challenges with working in rural, underserved and low-income context.
- Skillful written and verbal communication with ability to synthesize and deliver information to diverse audiences in a clear and concise way.
- Experience or ability working with diverse stakeholders and collate information from multiple sources
- Self-motivated; independent worker able to set and meet deadlines. Proactive about reaching out to colleagues to complete responsibilities or asking for direction when needed
- Experience living in and/or working in a low-income country a plus
- Strong proficiency in Microsoft Office Suite, with advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g. STATA/R) preferred;
- Fluency in English required; fluency in French or Portuguese is a bonus
Environment and Physical Demands
VillageReach has no private offices, employees work in a shared, open environment with task and conference rooms accessible to employees for privacy and meetings. The noise level in the work environment is usually quiet. Due to the time zone differences between our Seattle office and our Country Offices and location of other global staff, US based staff are expected to be available for early morning meetings starting at 6am. In addition, our global HQ and Country office staff are expected to be available for late afternoon/evening meetings up to 6pm.
Approximately 90% of the workday is spent sitting. Must be able to lift 25 lbs.
