DI is seeking to hire a  Legislative Strengthening Specialist  for an anticipated five-year  Strengthening Parliament’s Role in Malawi’s Development (SPRID)  in Malawi funded by USAID. SPRID will contribute to Malawi’s democratic governance by supporting the Parliament of Malawi to better fulfill its legislative, oversight and representative functions. The goal of the activity is to support the effectiveness and independence of Parliament by providing technical support to selected constitutional and standing committees, coordination between parliament and statutory oversight institutions around public integrity issues, and CSOs and media’s demand for accountability. The activity looks at both the technical capacity as well as the political incentives of Members of Parliament and staff to support a more robust legislative process, and more rigorous oversight. To maximize Parliament’s influence, the activity will leverage partnerships with oversight institutions and civil society and media to build coalitions for reforms that are responsive to the public interest. USAID released an  RFI  in April and we encourage applicants to read it.  This will be a full-time position based in Lilongwe, Malawi. This position is open to both expatriates and Malawian citizens and will be contingent on award and funding . The anticipated award start date is estimated to be in February 2022.

The Legislative Strengthening Specialist will oversee the capacity development of Malawi’s Parliament and improve its legislative, oversight, and representational functions to better serve Malawi citizens. The parliamentary strengthening specialist will be responsible for the day-to-day management of activities to achieve relevant key results at the national and local levels, and will be supervised by the chief of party. The successful candidate must be a development professional with significant international program management experience, experience in Malawi or other countries with similar settings, and demonstrated expertise in parliamentary and legislative.

Essential Job Duties:
The position’s  responsibilities  will include:
Programmatic
  • 5+ years of experience providing analysis, advice and/or implementation assistance on the roles, functions, operations and capacities of Parliament in the areas of legislative process and procedures, lawmaking, bill drafting, committee processes, legal analysis and legal research, research and analysis, public hearings, executive-legislative relations, legislative oversight, constituent relations, public outreach, budget and fiscal analysis, and other areas intended to strengthen the capacity of deliberative bodies;
  • Advanced knowledge of the Participatory Problem-Solving approach or design thinking;
  • Exceptional facilitation and cross-cultural communication skills;
  • Skills in data collection, analysis, synthesis, and report writing;
  • Experience working with diverse stakeholders, including members of parliament, parliamentary staff members, high-level ministerial personnel, members of civil society and/or the media;
  • Ability to work independently and as a member of a team;
  • Assist the CoP in coordinating and communicating with the Parliament of Malawi, GOM, political parties, other donors, universities, and other potential implementing partners;
  • Represent DI externally at meetings, workshops, and other events as needed; and
  • Draft and review other materials, including declarations, political statements, speeches, reports, briefings, website content, etc. as needed, with attention to consistency in the positioning, political neutrality and strategic positioning of the organization;
  • Support the project in the identification of knowledge gaps among project staff, target groups and beneficiaries and design measures to address such gaps; actively support the sharing of project results and products, lessons learned and good practices with other projects, government agencies, donors;
  • Contribute to work plans and reports.
Secondary Job Duties:
  • Contribute to ongoing Democracy International business development efforts, in Malawi and around the world.
Qualifications:
  • A Master’s degree (or higher) and 5 years’ relevant work experience, or relevant work experience of 7 years in lieu of an advanced degree;
  • Minimum five years of experience overseeing legislative processes at the national level. Substantial experience and technical expertise working on parliamentary committee strengthening, legislative strengthening, coordination with other oversight institutions, citizen engagement, civil society and media engagement, or other relevant topics;
  • In-depth familiarity with, understanding of, and ability to successfully navigate within the Malawian context preferred;
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, including government officials, education professionals, community and civil society leaders, and international funders;
  • Demonstrated leadership, versatility, and integrity;
  • Professional fluency in English (both spoken and written) required.
  • This position is open to both expatriates and Malawian citizens.
Reporting:
  • This position reports to the Chief of Party or Deputy Chief of Party in Malawi.
