As the Africa Planning, Monitoring, Evaluation, and Learning Manager (PMEL Manager, your responsibilities are to ensure that necessary and effective systems are in place for planning, monitoring, evaluation and learning across WRI Africa’s programs and projects. In close liaison and support by global MfR, department and program staff, you will coordinate annual planning, reporting and outcome tracking processes for WRI Africa. In this position, you will support the development of regional, country and program strategies by facilitating the development of robust, evidence- based theories of changes and results frameworks. You will provide quality controls, ensures standards are consistently met, coordinates the tracking and documentation of data and information that is relevant to project and program performance. As the PMEL Manager, you will be the Africa program’s point person for all technical questions related to WRI’s new M&E software system (DevResults) and will be an active contributor to WRI’s PMEL Community of Practice. Importantly, this position, you will support the mainstreaming of social equity, poverty reduction and gender equity in programmatic work and specific projects through the consistent deployment of contextually specific and technically relevant metrics to ensure best practices and WRI standards are consistently met.

Job Responsibilities:

Monitoring and evaluation
• Develop and implement Monitoring and Evaluation plans along the theories of change for WRI Africa’s refreshed strategy together with strategy and pillar leads
• Led WRI Africa’s adoption of WRI’s new M&E system (DevResults) to track performance of each project and its contribution to delivering on the new strategy
• Ensure that all programs and projects include well-designed monitoring and evaluation plans which utilize ’SMART’ indicators and targets, ensuring use of metrics that support greater integration of cross cutting themes (e.g. gender equity, poverty reduction, justice and social equity) into WRI’s work starting from the proposal stage (including gender and social equity dimensions)
• Lead and support iterative cycles of evaluation of the programmatic work and support the use of evaluations as research methodologies
• Provide PMEL technical support to teams in the Africa Program
• Review large grant proposals and provide technical support to teams, including but not limited to: the development and review of MEL plans, responding to donor questions and concerns related to MEL plans, ensuring teams are budgeting appropriately for MEL activities, and reviewing theories of change
• Serve as internal reviewer for publications related to monitoring and evaluation, and other areas as appropriate
• Contribute to the MfR’s PMEL Community of Practice Planning and reporting
• Working with WRI Africa thematic leads and leadership team, facilitate robust, evidence-based theories of change for the refreshed strategy
• Facilitate the development of program and project strategies based on robust, evidence-based theories of change
• Coordinate annual planning and reporting processes in close collaboration with global MfR team and relevant staff in WRI Africa
• Support program – or institution-wide external evaluation processes with compilation of information and data, communicating relevant processes with staff, and coordinating action Mainstreaming social equity and gender
• Work with pillar and thematic leads to enhance efforts to ensure processes that support centering equity and deliver outcomes that reduce poverty, gender inequality and social marginalization
• Support programs with the development of theories of change that centers equity, ensures fair treatment, access, opportunity and advancement while eliminating barriers that have prevented participation of some groups.
• Support programs with the development of appropriate and measurable indicators to track impacts (intended and unintended) related to social equity and gender equity and other cross cutting themes
• Ensure cross cutting Markers are employed by teams in Africa Program and systematically tracked through DevResults

Job Qualifications:
• Masters degree in relevant field (e.g. Public Policy, Economics, Political Science, International Affairs, Public Administration, etc.)
• Minimum of 7 years full-time relevant work experience in the areas of planning, monitoring, evaluation and learning
• Strategy design experience with a strong emphasis on developing and refining theories of change
• Demonstrated experience training adults, preferably in developing theories of change, results frameworks, monitoring and evaluation, change management, or directly related subject areas
• Experience providing technical backstopping in a large, matrixed, NGO preferred
• Strong background in sustainable development, particularly in the thematic areas that WRI works in (Food, Forests, Water, Energy, Cities, Climate and the Ocean), and the context of Sub-Saharan Africa
• In-depth understanding of the challenges of building buy in for utilizing effective MEAL for adaptive management for mission-oriented organizations
• Ability to coordinate multiple processes at the same time with different teams
• Exceptional communication and interpersonal skills
• Ability to travel when needed
• Excellent communication skills, both oral and written, Strong command of English and French languages

Preferred:
• Certification or experience using DevResults
• Demonstrated experience utilizing mobile primary data collection tools
