The Maryland Global Initiatives Corporation is a nonprofit affiliate of the University of Maryland, Baltimore established by UMB to carry out UMB’s programs to strengthen health systems and improve the human condition in the areas where UMB operates through MGIC. MGIC has UMB-approved affiliates, field offices, and program offices (collectively known as “country offices”) throughout sub Saharan Africa. MGIC activities are funded generally by U.S. government entities through cooperative agreements with UMB.

The University of Maryland Baltimore (UMB) has received PEPFAR funding from the US government /CDC for Accelerating Malawi’s PEPFAR Laboratory Logistics and Infrastructure for
Quality (AMPLIFY). This cooperative agreement aims to achieve and maintain HIV epidemic control.

AMPLIFY will strengthen the laboratory efficiency, capacity, and quality through improving laboratory infrastructure, improving laboratory data utilization for decision making, training human resources, and adhering to quality management systems.

Job Description

POSITION DESCRIPTION

As a senior member of MGIC Malawi team, the Strategic Information Specialist provides organizational leadership and mobilizes the necessary technical assistance to develop and maintain an effective monitoring and evaluation system throughout UMB Programs in Malawi. The director will ensure that the information and analysis needs of various project components are met effectively by measuring the effectiveness and impact.

They will manage all monitoring & evaluation components of the program. S/he will be responsible for the design and implementation of the Learning Agenda. S/he will develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance, and produce timely accurate and complete reporting.

He/she will also be responsible for building the capacity of the MGIC in Malawi, MOH and other stakeholders in the collection, utilization, and dissemination of laboratory data as well as ensuring that all monitoring and data collection activities are harmonized, and information is shared.

Duties and Responsibilities

Strategic Information Framework and Strategies:

  • Lead, design and implement efficient organizational performance measurement systems that allow accurate, reliable information collection and reporting.
  • Develops overall organizational performance measurement framework, linking conceptual models to program monitoring and evaluation and identifying strategies and models for replication.
  • Ensure timely monitoring and that measurement of changes in program conditions are taken into consideration in planning, assessing impact and reporting on progress.
  • Develop a strong monitoring and evaluation plan for the project consistent with the donor’s results framework, coordinate the collection of data including conducting field visits for data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against established outputs and indicators.
  • Design innovative and creative methods to capture, document, and report results required by the donor, while strengthening and using relevant national and district level reporting systems.

Evaluation:

  • Guide, supervise and participate in joint evaluations. Oversees technical assistance for evaluation activities within country programs and advises the Country Director on Strategic Information related procedures and policies.
  • Ensure management responses to findings and recommendations of evaluations and audits are recorded and monitored for follow-up implementation.
  • Coordinate effective dissemination of findings, conclusions, recommendations and lessons learned from evaluations, with a view to improving the program design policy and strategy and contributing to wider learning.
  • Create and maintain a database of consultants in various areas of specialty.

Capacity Building:

  • Build core competencies of the monitoring & evaluation MGIC in Malawi staff and project managers through training and technical assistance for accurate data collection, analysis and reporting.
  • Lead guidance to country program staff and partner staff in the design and implementation of outcome and impact projects.
  • Ensure that the Strategic Information team evolves and works effectively, setting and meeting its priorities.
  • Inform the Strategic Information team about new information, expectations, requests and instructions from the UMB HQ, CDC, or Country Director.
  • Provide technical guidance and support to ensure country office performance is systematically monitored and data for key indicators are collected, analyzed and reported.

Epidemiology and Operations Research

  • Spearhead the operational research arm on AMPLIFY program develop a team to write concepts and research designs as will be determined by program needs and expansion plan.
  • Enhance the utilization of epidemiological and programmatic data to advance understanding of HIV/AIDS and other diseases data and epidemiological models.
  • Conduct of primary and secondary analyses on epidemiological and programmatic data that can be used to guide and improve the laboratory program.
  • Capacity building for AMPLIFY staff to conduct epidemiological reviews and interpret survey, surveillance, and intervention program data to monitor and identify results of various laboratory programs.
  • In collaboration with the Sl counterparts, train MGIC in Malawi staff in the application of epidemiological and statistical design, methods, and theories in designing studies and tools to evaluate various laboratory intervention strategies.
  • #Assist in country technical team in planning and designing surveys, surveillance, and health management information systems, and implementing strategies to enhance data availability and quality.
  • Assist in data management and analysis, review and interpretation of country program results, and development and review of reports and technical publications.
  • Develop, publish and deliver scientific findings, presentations, reference materials, and speeches, as requested on MGIC in Malawi programs for informational, advocacy, and coordination purposes.

Other:

  • Participate in the organization’s strategic planning process, specifically regarding program planning.
  • Participate in new project applications and designs.
  • Participate in special projects and performs additional tasks assigned.
  • Any other duty assigned by the Country Director.

Qualifications

Education

  • Degree in Monitoring & Evaluation, Statistics, Epidemiology or equivalent.
  • Advanced Degree preferred; in related discipline.

Language

  • Excellent command of English language, verbal and written, is required.

Experience

  • 5+ years of applicable work experience with health management information systems.
  • Demonstrated experience in a donor / project related environment.

Knowledge and Skills

  • Expertise in the following areas:
    • LIMS
    • Information Systems project management
    • Electronic Medical Records
    • HL7 and principles of digital development standards
    • Monitoring and Evaluation
  • Knowledge and experience of data informed decision making and advocacy
  • Ability to communicate technical data to non-technical audiences
  • Excellent Data management and data visualization skills
