Priority Areas :  The Technical Advisor will be embedded within the Ministry of Health’s Department of Planning and Policy Development (DPPD) to support coordination of the >$500M Global Fund grants resources included in the New Funding Model 3 (NFM3), COVID-19 Resource Mechanism 2020-2021 (C19RM) and C19RM 2021-2023, GAVI resources and other pooling mechanisms managed by the MoH


Thematic Functions: The primary duties of the Technical Advisor will focus on three core thematic areas: ensuring implementation  fidelity of  Government of Malawi (GOM) managed grants with particular focus to the Global Fund; strengthening governance and accountability related to GOM managed grants with particular focus on Global Fund financed HIV, TB, Malaria and COVID-19 activities; other health financing work with focus on resource mobilization, including efficiency of GOM managed grants, and pooling of resources especially for the Health Services Joint Fund.

Implementation Fidelity, Technical & Analytical Functions


Analyze reports developed by Principal Recipients, including but not limited to, progress updates and disbursement requests, quarterly reports of MOH managed grants and submit synopses to the Director of Planning and Policy Development (DPPD) and bilateral representatives on the Country Coordinating Mechanism (CCM).  Track programmatic and financial performance for the Global Fund Grant, the GAVI grant, and other pooling mechanisms managed by MoH and submit reports to DPPD, CCM members, donors, and other relevant constituents. Monitor the alignment of donor investments to national priorities i.e., in HIV, TB and Malaria, COVID-19, as well as identification of technical assistance needs for adolescent girls and young women (AGYW) programming, lab systems, vaccines including Covid-19 vaccines, community system strengthening, civil society engagement and led monitoring, and other relevant activities. Support the CCM and Principal Recipients to monitor compliance with financial and co-financing management agreements and Office of Inspector General (OIG) Audit Recommendations.

Governance, Accountability & Information Sharing Functions


Analyze and disseminate reports and information across various sources; archive key records (financial, reprogramming, and final reports) and establish a digital decisional tracker for the monitoring of HIV, TB and Malaria and COVID19 mitigation efforts and GAVI funding decisions


Synthesize analyses, reports, and best practices on issues related to governance in the health sector including– supply chain management and integration.


Advise the DPPD Director and Health Financing Division throughout the grant cycle on aspects related to quality of services, appropriateness of interventions, updated guidance from technical partners, and overcoming barriers to effective program implementation.


Work with CCM members and the Principal Recipients to track issues related to the start-up of the new C19RM 2021-3 grant and close out of the original 2020-1 grant. Support secretariat and governance structures to assess progress, risks, and responses to these during grant implementation.


Assist the Health Financing Division to track and coordinate donor investments across HIV, TB and Malaria and COVID-19 response efforts. Attend relevant working group forums, task forces and coordination groups to facilitate information sharing and communication on HIV, Malaria, TB, and COVID-19 activities

Lead the process of undertaking absorption capacity analyses in the health sector and implementing recommendations thereof

Undertake other assignments in the Health Financing Division with a focus on resource mobilization and pooling functions including efficiency of government managed grants and pooling of resources.

Identify financing gaps data and advise key stakeholders on financing gaps and priority areas for funding.


Initiate resource mobilization and pooling initiatives for GOM recommended pools


Initiate mechanisms to reduce fragmentation of implementation. i.e., put in place mechanisms for financing single big projects with co-financing from various donors


Advise DPPD on availability of grants/ resource for health for capital investment available worldwide which Malawi can benefit from


Advise DPPD on resource mobilization and pooling mechanisms which can be applied to the Malawi context


Support undertaking of cross programmatic efficiency studies in the health sector, including developing a Malawi specific efficiency index to track progress on efficiency




  • A minimum of a master’s degree in a relevant field of Economics, Health Economics, Health Financing, Health Planning and Policy or Financial Management.





  • A minimum of 10 years work experience in health systems strengthening with at least 5 years in the health financing issues and/or health financing, including substantial experience in the Malawi health sector.
  • Experience working within or in partnership with senior levels of government.
  • Experience conducting policy analysis and providing high-level policy advice to senior decision-makers.
  • Strong diplomatic, interpersonal, and networking skills and ability to work well with senior government counterparts, donors, consultants, and within a cross-cultural and virtual team.
  • Experience working with multilateral and bilateral donors
  • Understanding of governmental structures and processes in Malawi.
  • Understanding of current health sector reform policies and programs in Malawi.
  • Demonstrated skills in capacity building, mentoring, and organizational development

Fluency in English required.

Strong written and oral communication skills.



  • Experience with USAID and Malawi government preferred.
  • Experience performing data analysis.
  • Experience with the Global Fund grant cycle management procedures
  • Experience with other Government managed grants such as the GAVI and/or the Health Services Joint Fund




Ability to travel domestically up to 30% of the time.
