JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research
organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five year USAID funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
As USAID’s flagship HIS and data project, CHISU’s work centers around four strategic objectives:
1. Strengthened governance and enabling environment of host-country HIS
2. Increased availability and interoperability of quality health data and information systems
3. Increased demand and use of health data and information to address health priorities, gaps, and
4. Strengthened organizational development of local partners for sustained health data useUSAID/Malawi is requesting CHISU to provide support to the Malawi Ministry of Health (MOH) in order to: strengthen the governance and enabling environment of Malawi’s health information systems; increase the availability and interoperability of quality health data information systems; and increase the demand and use of health data and information to address health priorities, gaps and challenges. In particular, CHISU will support the malaria surveillance system by strengthening the use of a digital tracking system, support system interoperability, and work closely with the MoH, NMCP, and USAID/PMI Malawi. CHISU is expected to work with the MOH at the national level and in high-burden malaria districts jointly identified.

CHISU is seeking a Senior Monitoring & Evaluation (M&E) Advisor who will be seconded to Government of Malawi’s Central Monitoring and Evaluation Division (CMED). The Senior M&E Advisor is responsible for providing technical assistance on improving data quality and use of data in decision making whilst contributing to CMED’s annual work plan and desired program outputs. The successful candidate will report on a day-to-day basis to the Deputy Director of CMED. The CHISU Malawi Resident Advisor will provide technical and administrative oversight of the secondee.


  • Provide technical support to CMED to 1) identify key questions about their programs, conduct data analysis, interpret, synthesize and visualize data, and communicate findings 2) advocate for evidence-based program or policy related action 3) follow-up to document improvement in program improvement related to data use activities.
  • Provide technical assistance to CMED to coordinate partner activities and donor support.
  • Provide technical assistance in Health Information Systems (HIS) Technical Working Group (TWG) planning,implementation and follow up of action points for improved coordination and systems.
  • Provide technical assistance to operationalize the HIS strategy.
  • Provide high-level, technical assistance to CMED in conducting data quality reviews.
  • Work with CMED to support zonal level data quality audits and reviews to provide feedback to and build capacity of districts in data quality.
  • Build capacity of program managers in monitoring and evaluation and the production, interpretation and use of high-quality data.
  • Provide technical assistance and mentorship to CMED and zonal level officers in the use of data systems such as DHIS2 and contribute to strengthening the data systems.
  • Upon request, represent MOH on issues related to data production and quality in national and district-level meetings with partners and stakeholders, including related national technical working group meetings.
  • Act as point person for CHISU Malawi’s work with the GoM on HMIS in liaison with the Resident Advisor and CHISU technical advisors from the project’s headquarters.
  • Provide timely updates to the CHISU on work progress and contribute activity reports and success stories as needed. Assist with identifying new activities or partnerships that will advance MOH and CHISU project goals.
  • Other duties as assigned.


  • Master’s degree in public health, health informatics or related field and relevant work experience.
  • Over 10 years of professional experience in monitoring and evaluation, with experience developing and/or implementing public health solutions in Malawi.
  • Experience working with national health information systems and platforms such as DHIS2, CommCare, OpenSRP, Logiak, RapidPro or similar.
  • Understanding of Malawi’s MoH policies and strategies.
  • Superior knowledge of project management principles to manage projects and work with multi-disciplinary teams, including a broad and extensive knowledge of IT principles, the software development life cycle, methods and techniques.
  • Relevant experience working with government counterparts at the national and sub-national level and excellent diplomatic and stakeholder management skills are required.
  • Understanding of governmental structures and processes in Malawi and current eHealth initiatives in Malawi preferred.
  • Demonstrated experience strengthening individual and/or organizational capacity.
  • Strong diplomatic, interpersonal and networking skills, ability to work well with senior government counterparts, consultants, and within a cross-cultural and virtual team; experience working with USAID/PMI projects preferred.
  • Ability to work well under pressure and skilled in change management, crisis management and problem-solving skills.
  • Strong written and oral communication skills.
  • Fluency in English required.
