HEALTH ECONOMICS AND POLICY UNIT (HEPU) , FCDO – HEALTH ECONOMICS, POLICY AND ETHICS CAPACITY SUPPORT PROGRAMME

VACANCY ANNOUNCEMENT

The HEPU in the School of Public Health and Family Medicine, Department of Health Systems and Policy at Kamuzu University of Health Sciences has secured an Foreign Commonwealth and Development Office (FCDO) grant through the Health Services Joint Fund to implement a health economics, policy and ethics capacity support programme. HEPU is a joint KUHES, MOH and University of York initiative and has very strong collaboration with other leading international universities and research institutes as well as the East, Central and Southern Africa (ECSA) Health Community. Through the Thanzi la Onse Project, HEPU and collaborating Partners have built a strong foundation on which health economics, policy and ethics research capacity is to be strengthened. The FCDO grant through the HSJF aims to sustain and strengthen further the capacity already being developed at HEPU.

Applications are therefore being invited from suitably qualified candidates to fill the following vacant post:

Research Fello w Social Scientist(1 position – Lilongwe)

Job Summary

Reporting to the Postdoc, the Research fellow will work with the postdoc and be responsible for planning and designing project activities, working with MOH to assess and identify governance and leadership gaps and draw roadmap, writing reports and manuscripts.

The successful candidate will be offered a 2-year contract with initial 6 months as probation period, subject to renewal upon satisfactory performance and availability of funding.

Key Responsibilities                                                                                

  • Support Postdoc in designing and implementing Policy Ethics and Governance activities to provide evidence to MOH
  • Participate in Think Tank and Policy Lab Meetings, take notes and prepare reports
  • Develop research plan for the studies as assigned by postdoc
  • Conduct literature reviews
  • Manage social network platforms
  • Develop Data Collection framework and Database
  • Support implementation of a leadership, ethics and governance assessment and evaluation framework (tool) for effective public financial management systems at district council and health facility level
  • Prepare progress reports for PI/ Local PI and funding agency
  • Prepare scientific manuscripts, reports and policy/issue briefs and presenting to policy makers and stakeholders on the use of HTA
  • All other duties assigned

Qualification

  • Master’s Degree in Development Studies, Social Science, Ethics and Governance or related field;
  • Minimum 2 years’ progressive experience in similar position;
  • Demonstrated knowledge and experience in research, study design, and data analysis;
  • Demonstrated knowledge in framework development;
  • Experience in policy engagement will be added advantage;
  • Those with publications will have added advantage.

  • Excellent analytical skills and ability to summarize and analyse desperate information in a clear and concise manner
  • Excellent research methodology and data collection skills
  • Ability to organizational work plans based on higher level goals
  • Strong organizational skills in order to balance competing priorities
  • Strong interpersonal skills
  • Ability to apply research ethics procedures
  • Excellent computer skills including word processing, spreadsheet programs and database management.
