Job Description

DI is seeking to hire a  Public Resource Management Expert  for the five-year  Strengthening Parliament’s Role in Malawi’s Development (SPRID)  activity funded by USAID/Malawi. SPRID will contribute to Malawi’s democratic governance by supporting the Parliament of Malawi to better fulfill its legislative, oversight, and representative functions. The goal of the activity is to support the effectiveness and independence of Parliament by providing technical support to selected constitutional and standing committees, coordination between parliament and statutory oversight institutions around public integrity issues, and Civil Society Organizations (CSOs) and media’s demand for accountability.  This will be a full-time position based in Lilongwe, Malawi, and   will be contingent on award and funding This position is open to both expatriates and Malawian citizens.  The anticipated award start date is estimated to be in March 2022.

The Public Resource Management Expert will lead to national technical assistance around the budgeting process. S/he will work with relevant Parliamentary committees, the Budget committee, and the Parliamentary Budget Office to develop an overall strategy and framework for advancing parliamentary oversight in the budget cycle. Within this framework, s/he will develop plans to increase the role of Parliament in strategic planning and resource allocation, expenditure management, and performance management. They will report to the Chief of Party.  Essential Job Duties:  The position’s  responsibilities  will include:

  • Lead national technical assistance around the budgeting process;
  • Work with relevant Parliamentary committees and the Parliamentary Budget Office to develop an overall strategy and framework for advancing parliamentary oversight in the budget cycle;
  • Develop plans to increase the role of Parliament in strategic planning and resource allocation, expenditure management, and performance management;
  • Assist the Chief of Party in coordinating and communicating with the Parliament of Malawi, GOM, political parties, other donors, universities, civil society representatives, media representatives, and other implementing partners;
  • Represent DI externally at meetings, workshops, and other events as needed;
  • Conduct trainings and facilitate workshops as needed;
  • Support the project in the identification of knowledge gaps among project staff, target groups and beneficiaries and design measures to address such gaps; actively support the sharing of project results and products, lessons learned and good practices with other projects, government agencies, donors;
  • Participate in assessments and reviews as needed; and,
  • Contribute to work plans and reports.

Secondary Job Duties:

  • Contribute to ongoing Democracy International business development efforts, in Malawi and around the world.

Qualifications:

  • University degree or higher in relevant discipline;
  • At least 5 years of professional experience in a senior management/technical leadership role in national budgeting processes;
  • High level technical expertise to analyze the Government Macroeconomic plan and socio-economic programs contained in the budget framework document;
  • Ability to develop macro-economic measurement variables and indicators to enable Parliament to effectively perform its oversight roles;
  • Experience with research on topical studies in some thematic areas of interest to Parliament;
  • Experience providing economic analyses on fiscal policy to members and Parliamentary committees;
  • Ability to work well within a fast-paced environment with minimal supervision;
  • Experience conducting trainings and facilitating workshops preferred;
  • Professional fluency in English is required; and,
  • This position is open to both expatriates and Malawian citizens.

Reporting:

  • This position reports to the Chief of Party.
