Organizational Setting

The Position:

The purpose of this post is to provide direct support to the Umoyu Wathu programme on project implementation, monitoring, evaluation, and reporting, and programme and operational matters, including financial transactions and procurement. In addition, the incumbent will also provide support to other thematic units of the Programme team of the Country Office as required.

The Programme Associate will operate under the direct supervision of the Umoyo Wathu Programme Manager, and under the guidance of the Operations Analyst.

Main Tasks & Responsibilities

The Programme Associate will be responsible for:

A. Contributing to the preparation and implementation of the UW Programme

  • Support the UW programme team in the Country Programme development process, including liaising with consultants and stakeholders to deliver results as planned.
  • Establish programme planning information and schedules on UW organised events, review and reporting.
  • Gather, compile and analyse information in the subject areas of UNFPA assistance to the Government, drafting project documents and work plans and preparing tables and statistical data.
  • In coordination with assigned programme staff, facilitate the routine implementation of assigned projects, coordinate delivery of project inputs, and ensure the participation of relevant stakeholders.
  • Assist in the coordination/submission of substantive reporting.

B. Contributing to the oversight functions of UW

  • In collaboration with assigned programme and operations staff as well as assigned implementing partners, the incumbent will assist in financial and substantive monitoring and evaluation of programme activities, identify any operational and financial problems, and contribute to the development of solutions.
  • Provide regular updates in terms of UW Programme development, including programme outputs and performance against indicators.
  • Maintain schedules of programme audits and follow up of related audit and evaluation recommendations.  Carry out field monitoring visits (spot checks) as part of assurance activities.  Provide and present monitoring reports to the programme team on specific areas as required.
  • Maintain monitoring reports and records in a user-friendly access system.
  • Contribute to ensuring compliance of programmes/projects with organisational guidelines, and with audits and evaluation findings, by benchmarking programme and project performance and transmitting this information to the output managers for corrective action.
  • Contribute to the monitoring and evaluation of project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.

C. Providing knowledge management support

  • Support the process of collecting, systematising, and disseminating knowledge products.
  • Provide support to the programme team on documentation, publishing and dissemination of good practice and lessons learned.
  • Liaise with resource mobilisation and communication units to ensure that knowledge products are well used to serve communication and resource mobilisation efforts.
  • Design and manage specialised data banks on programme/project profiles for development, implementation and evaluation purposes, and best practices in programme design/implementation for knowledge sharing.
  • Support and facilitate the use of evidence-based information and data with other colleagues in UNFPA and external partners.

C. Programme financial and operational support

  • Assist in reviewing and analysing UW programme substantive achievements, including performance trends, and providing feedback to the Country Office and Regional Office (when necessary).
  • Facilitate the monitoring of the overall expenditure targets for the UW programme in accordance with UNFPA’s global resource allocation system, annual guidelines and AWPs.   Ensure that partners submit FACE and other relevant forms/supporting documentation on time.
  • Review and analyse past and current expenditures, including trends in the pattern of resource allocation in order to prepare recommendations and proposals for distribution of income and utilisation of resources in the Country Office.
  • Assist the UW programme team in the preparation, revisions and management of relevant budgets.
  • Manage the consultants’ vetting process and maintain a consultant roster for UW.
  • Contribute to HACT assurance activities in regard to assigned implementing partners.
  • Monitor expenditures to ensure delivery is in line with approved budgets and to realise targeted delivery levels.
  • Ensure the timely and accurate reporting of financial information.
  • In collaboration with the operations staff, assist in the procurement process that is required for programme implementaion.
  • Raise requisitions for relevant travels and procurement under the e-procurement module in Atlas.
  • Monitor/ follow up the procurement of goods and services for the programme and ensure execution according to UNFPA established rules and guidelines.


Qualifications and Experience


  • Completion of Secondary Education
  • Possess a Bachelor’s Degree in public administration, finance, economics or any other related field

Knowledge and Experience:

  • Six years of relevant experience in programme and financial management, monitoring and data support systems  in the national and international organisations,  in the private or public sector.
  • Proficiency in current office software applications and a good basic knowledge of finances and mastery of a series of financial and spreadsheet software.
  • Previous experience in the UN is an asset;
  • Good knowledge of Atlas / PeopleSoft or other ERP system is an asset;
  • Good writing and communication skills.


Fluency in written and oral English is a requirement.
