PSI Malawi with funding from UNITAID/FIND is implementing a 3ACP project aimed at accelerating end-to-end access to novel solutions for responding to the COVID-19 pandemic through test, isolate, care and treat approaches, adapted to the needs of low-and middle-income countries (LMICs) like Malawi and integrated within healthcare systems. The goal of the project is to make diagnostics, therapeutics and vaccines for COVID-19 accessible to everyone who needs them and help countries combat the pandemic, save more lives and restore their economic activities by; addressing access barriers, catalyze the market for, and generate robust evidence to support; adoption and uptake of current and novel diagnostic tools, in particular, antigen-detected rapid diagnostics (Ag-RDTs) and self-tests (once available), in the context of wider diagnostic strategies; adequate delivery models and appropriate linkages and referral with other COVID-19 health interventions; introduction of safe and effective therapeutics, current and new products (once available). To accomplish this goal, PSI Malawi is seeking highly qualified candidates to fill the following vacant positions;

MERL Officer-COVID-19-Preparedness

Reporting to the Project Manager, the MERL officer will be responsible for the following duties and responsibilities;

Monitoring, Evaluation, and research support to programs and partners
• Support M&E components of the project including overseeing the development of the project’s M&E Plan, annual work plans, quarterly reports, semi-annual and annual reports;
• Participate in the design and implementation of innovative M&E tools to measure project impact that align with the project’s strategic goals and performance indicators;
• Facilitate and participate in developing, updating and reinforce consistent use of the standard M&E data collection tools, reporting templates and
• Support the configuration and use of a DHIS2-based Project Monitoring System;
• Support the project team in country in a routine manner on data interpretation, and promote regular use of data for program improvement and decision making;
• Ensure the application of global best practices in the generation and use of routine data for this project

Quality improvement and accountability
• Assist in the production of the project’s Data Quality Assessment and reports in compliance with donor and PSI rules and regulations on indicators, results and impact;
• Support the design of data quality assurance mechanisms and data validation;
• Carry out regular verification monitoring and supportive supervision of the ongoing program implementation to measure progress implementation of the projects/programs through OTSS+ visits;
• Coordinate regular monitoring visits and joint verification visits with MOH, Partner (and donor) staff;
• With lead from the MERL Manager, perform regular data quality assessments;
• Facilitate and identify the challenges or trouble shooting issues that affect successful implementation of the projects/program;
• Lead in the data analysis for internal qualitative and quantitative research studies;
• Share data to internal and external stakeholders to share lessons learnt;

Capacity building
• Facilitate training or orientation of all relevant program staff, partners on the standard M&E data collection tools, reporting templates and E.g., HNQIS, Data hub etc
• Assist program manager and implementing partners to use data for decision-making and program adjustments;
• Train and supervise research assistants and data officers in data collection and reporting;
• Assist project personnel with M&E tools and supporting them in their use

Reporting
• Assist the MERL Manager and project team in preparing quarterly, semi-annual and annual reports on project progress based on project
• Assist the project team in the preparation of reports on findings and lessons learned from project innovations and other relevant reports
• Assist in updating indicator tables for quarterly, semi-annual and annual reports for submission to UNITAID
• Coordinate data entry and processing and develop a data analysis plan per reporting requirements;

Qualification, Knowledge, Ability and Skills
• Applicants must have Bachelor’s degree in Statistics, Demography, Economics, Community Development, Public Health, or a related field with 3 years working experience.
• Experience in Monitoring, Evaluation and Research of Health projects;
• Excellent ability in use of data systems like MS Excel, Access, STATA, SPSS, ODK and DHIS2 (desirable) for analysis and reporting;
• Ability to work collaboratively in team-setting;
• Proven knowledge and experience with qualitative and quantitative data collection and analysis;
• Experience in developing mobile data collection tools;
• Proven ability in managing and providing training to program staff on M&E.
