OBJECTIVES OF THE PROGRAMME

The objective of the Human Resources Unit is to deliver the new HRservice model in an efficient and timely manner. This means responsibility forall human resources activities, such as position classification, recruitment,contract administration, employment conditions and entitlements, policyformulation and staff development. As the first point of contact for HR issues,the team will provide advice on personnel matters to senior management.

DESCRIPTION OF DUTIES

Theincumbent will perform the following duties:1.Implement and monitor the HR strategy for the clusters;2.Maintain business relationship with the Cluster management and staff throughprovision of advice and support in the interpretation and application of humanresources policies;3.Perform all actions related to recruitment and selection processes in Stellisfor fixed and short-term staff in the professional and general servicescategories such as candidate sourcing, requisition initiation, publishing ofthe vacancy notice, long listing, communicating the longlist with hiringmanagers, organizing testing and interviews and generating selection reports;research and reference checking.4.Calculate entitlements applicable to various statutory allowances and grants,prepare and compile summaries of unusual cases/exceptions for referencepurposes; verify reporting forms and related supporting documents for new staffmembers to determine entitlements;5.Brief staff members (new or current) on their entitlements with respect toremuneration and related allowances, social security and statutory travel;6.Provide advice on position descriptions and ensure all positions are updatedand properly classified in the Global Management System (GSM); 7.Generate and prepare statistical reports on HR related issues for theOperations Officer’s review;8.Liaise with the Staff Development Team in the follow up of performance appraisalsand take appropriate action in problematic cases;9. Perform any otherrelated duties/responsibilities as required.

REQUIRED QUALIFICATIONS

Education

Essential : Completion of secondary school or equivalent, and training in personnel/human resources management.
Desirable :

Experience

Essential : At least 10 years of experience in administrative positions, preferablyin WHO in functions encompassing personnel matters. Experience in interpretingpersonnel rules and procedures as well as administration of staff entitlements.
Desirable : An in depth knowledge of WHO Rules and Regulations, WHO Manual, and experience or knowledge of staff entitlements highly desirable.

Skills

Work requires maintaining up to date knowledge on any changes to StaffRegulations and Rules as well as standard operating procedures. The incumbentis also expected to maintain computer skills including skills expertise in theGlobal Management System, to the standard of the Organization by self-study orin-house training. Knowledge of WHO rules, regulations, policies and practiceswould be an asset.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at MWK 14,205,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
