Baylor College of Medicine Children’s Foundation – Malawi (BCM-CFM) is a not-for-profit organization working in partnership with the Malawi Government in the health sector. Our Mission is to provide high-quality, high-impact, highly ethical pediatric and family-centered health care, health professional training and clinical research, focused on HIV/AIDS, tuberculosis, malaria, malnutrition and other conditions impacting the health and well-being of children and families worldwide.

The Baylor-Tingathe program developed in 2008 initially responded to suboptimal uptake of PMTCT and pediatric HIV services in Malawi and has grown over the past 12 years to support the full cascade of HIV care and treatment services. The current CORE programming seeks to support the Malawi Government in achieving epidemic control, by providing client focused care to People Living with HIV from the time of diagnosis to linkage and full engagement in care. BCM-CFM’s CORE programming is funded by USAID, and is currently operating in 6 districts in Malawi. BCM-CFM is seeking qualified candidates to fill the position of:

Position : Grant Manager, CORE Program

Position Description  &  Responsibilities

The Grant Manager (GM), under the supervision of the CORE Deputy Chief of Party (DCOP), will be responsible for ensuring compliance of BCM-CFM’s USAID-funded programs with all USAID rules and regulations as well BCM-CFM organizational policies.  The GM will also serve as the primary drafter of contractor and subaward agreements, consistent with USAID contracting regulations and BCM-CFM policies.  The GM will possess strong compliance knowledge and interpersonal skills for working with a variety of internal leadership and extended partners. The GM will have solid written and verbal communication skills. The GM will have the following responsibilities:

  • Lead organizational efforts to ensure donor rules and regulations are complied with both internally and with external sub-partners;
  • Create a compliance “scorecard” for senior leadership to review status of sub-recipient on a semi-annual basis.
  • Conduct sub-recipient pre-award audits
  • Consistently stay abreast of updated donor rules and regulations and understanding the reality of program implementation;
  • Provide guidance on compliance issues to senior leadership and CORE subrecipient partners;
  • Facilitate semiannual sub recipients audits of the Finance, Human Resources, Operations, and other departments to check for compliance with donor rules and regulations and internal policies;
  • Work with sub recipients and internal department Heads of Finance, Human Resources, Program, Operations, et al to create and execute compliance improvement plans where needed, in consultation with senior leadership;
  • Partner with senior leadership and internal department heads to draft new policies or amend existing policies where compliance improvements are needed;
  • Draft contractor and subrecipient partners agreements consistent with USAID contracting rules and regulations and BCM-CFM policies, working with legal counsel, senior leadership, and partners as needed;
  • Manage sub-recipient agreements and corresponding documentation to ensure contracting decisions and subawards are made consistent with USAID rules and regulations and BCM-CFM policies and appropriately documented;
  • Work with DCOP to track obligation of funding and ensure subawards are consistent with donor obligations to BCM-CFM.
  • Prepare Funds Accountability Statement and facilitate donor, external and internal audits.
  • Consolidate donor and annual budget and budget revisions.
  • Prepare different donor reports.
  • Prepare monthly management budget utilization report.
  • Conduct regular checks on financial and operational activities of BCM-CFM and ensure all the activities are in compliance with donor and internal policies and provide regular feedback for continues improvements
  • Travel as needed to sub offices in Malawi, 10%;

As BCM-CFM donors potentially change in the future, the Grant Manager may be asked to support compliance with other donors besides USAID.

Candidate Profile

Applications are sought from experienced, mission-driven candidates who meet the following profile:

  • Bachelor’s Degree in finance, accounting, or a related field required (Master’s Degree Preferred);
  • At least 4 years of experience as a compliance and/or grant manager
  • Demonstrated experience in non-profit, HIV/AIDS sector for a local non-governmental organization in the Southern Africa region;
  • Strong familiarity with USAID/PEPFAR programming, rules and regulations;
  • ACCA certification
  • Excellent interpersonal skills, mature, disciplined, loyal, and shows initiative with an ability to work independently and within a team;
  • Proven record of excellent decision-making skills;
  • Strong communicator and writer (in English);
  • Established skills in building effective internal work relationships at all levels, and maintaining productive and cordial working relationships with external partners;
  • Ability to meet deadlines with strong attention to consistency, detail, and quality;
  • Ability to travel within country and internationally.
