Energy Expert, Evaluation of USAID/South Africa Southern Africa Energy Program, Remote

SI is pursuing a three month evaluation of USAID’s Southern Africa Energy Program (SAEP) to understand how effective the SAEP activity’s efforts were/are to increase electricity availability and access in Southern Africa by facilitating transactions and strengthening the enabling environment for private sector investment in power, with a focus on clean energy.
SI is seeking an Energy Expert consultant to support the evaluation activities, including data collection. The Expert will be expected to advise on electricity access and supply in Southern Africa, as well as key constraints to the energy sector investment, through strengthening regulation, improving planning and procurement, improving management of electricity trade, demonstrating and scaling energy efficiency technologies and practices, and providing capacity building to institutions and human resources for energy sector management.
Expected contract award date is December/January 2022. The Evaluation Specialist is expected to serve for 45 days intermittently over the period of performance.
