The MEAL Director will play a leading role in the newly constituted and restructured MEAL team within the international programs division. As part of a division-wide initiative to systematically invest in specific systems, processes, and capacity associated with program quality and operations, enhancements are being made to bring increased harmony and greater coordination to the MEAL function. The MEAL Director will lead a growing team of MEAL staff and focus on the priorities of 1) improving World Relief’s standard systems, processes, and tools related to MEAL, 2) supporting efforts to enhance country office MEAL capacity, and 3) collaborating closely with subject matter technical advisors to ensure project monitoring, evaluations, and other learning-related activities are implemented with the highest possible standards. In addition, the MEAL Director will report to the director of program quality and collaborate closely with other technical advisors, country leadership and operations, and IT systems staff.


Lead World Relief’s efforts to improve overall approach to MEAL and ensure consistent, high quality implementation:

  • Support the organization in further refining and developing MEAL guidance as part of the overall program cycle guidance
  • Have primary oversight in developing key MEAL-related policies, procedures, and related tools necessary to define a consistent approach to M&E throughout the organization
  • Work closely with IT systems staff to ensure continuity and continued use of the internal metrics portal, ODK platform, and other MEAL-related systems
  • Play a critical role in encouraging the development of a learning culture within World Relief’s international programs division
  • Contribute to developing the new enterprise-wide knowledge management strategy and supporting its implementation with elements related to MEAL

Lead efforts focused on the continuous improvement of field office capacity and ensuring basic standards are adhered to:

  • Oversee the development and application of a M&E capacity assessment tool intended to identify critical capacity strengths and gaps within each office
  • Based on the results of the assessment, support country offices to make targeted improvements to staff capacity and systems to ensure compliance with established standards
  • Support M&E capacity development among program staff to strengthen the quality and completeness of program data (including by promoting the use of data quality self-assessment techniques), and for the improved collection, management, and use of data for decision making
  • Lead community of practice related to MEAL involving field and home office staff
  • Conduct routine check-ins with field-level staff to remain apprised of their current developmental needs, challenges, and ongoing MEAL-related initiatives in order to ensure appropriate support is provided

Provide technical advice and support related to ongoing project MEAL:

  • Collaborate closely with technical program advisors to support them in their efforts to ensure quality MEAL at different phases of the project cycle, including project design, project monitoring, evaluations, and dissemination of project results
  • As needed, lead and/or contribute to the design and implementation of targeted evaluations and operations research, including design, writing of research protocols, liaising with research partners, conducting of research, data collection, management and analysis, writing and dissemination of research results
  • When requested, provide technical leadership at the global level related to developing and utilizing appropriate project monitoring systems and support in building the capacity of project staff to review and analyze monitoring data to facilitate data-driven decision-making appropriately


  • Technical knowledge of and experience using various applied research and M&E techniques; ability to link information systems to program implementation
  • Experience with statistical analysis, database, and/or data visualization software such as ODK, ONA, R, NVIVO, PowerBI and/or ArcGIS
  • Excellent technical writing and communications skills, including demonstrated technical writing skills for publication; ability to “tell a story” with data, and to explain the “so what” of data when writing program reports
  • Experience communicating across cultures
  • High proficiency in Microsoft applications (Word, Excel, PowerPoint)


  • Be committed to the mission, vision, and values of World Relief
  • Advanced degree in international development, statistics, social sciences, or relevant field required
  • At least 7 years of experience in the design and implementation of M&E, research, and dissemination for international relief or development programs. Preferred experience in the health sector and/or humanitarian response
  • Demonstrated understanding of and experience with USAID, UN, and EU reporting frameworks and indicators
  • Experience in using quantitative and qualitative methodologies, conducting operations research, reporting, and analyzing and presenting data. Demonstrated experience in the presentation of results for the purpose of sharing best practices and to inform decision –making
  • Demonstrated experience in planning and managing robust program assessments and evaluation, including household surveys
  • Ability to work in a virtual operating environment with minimal day-to-day supervision, and to prioritize multiple tasks and deadlines with pressure to perform
  • Ability to travel to hard-to-reach communities up to 20% of the time for program monitoring, data collection, supervision, and technical and capacity-building support
  • Proven ability to motivate and mentor other colleagues, with demonstrated experience and skills in training and capacity building
