The Deputy Country Director (DCD) is based in Lilongwe and reports to the Country Director (CD). S/he works closely with the CD and senior management, including Senior Finance and Admin Manager, and Program Managers. The role of the Deputy CD is largely framed by shared and delegated responsibilities of the CD and in her/his direct supervision. This entails supervision of some of the units directly under the CD, support to overall strategic program development and coordination among programs and teams, external networking and contacts with donors, NGOs and government authorities. The Deputy CD is the acting CD in the absence of the CD.

  • Directly lead the implementation and continuous development of the Malawi supply chain program, and any related programs;
  • Monitor program implementation and refine program strategies and plans accordingly;
  • Supervise and build capacity of program-related staff;
  • Manage donor and partner relationships for designated program area and support program managers on donor reports and programmatic presentations;
  • Assist with additional programmatic activities and provide technical support to the Program Managers as requested by the Country Director;
  • Ensure that technical support teams including Global Technical Team (GTT) are collaborating with program and other internal stakeholders effectively, adding value to the program and maintaining strategic focus;
  • Work closely with the Country Director and other senior managers to ensure that VillageReach strategy is understood and guides planning and implementation of programs;
  • Support the Country Director in building consensus around a common vision of what shared success looks like, including development and tracking appropriate indicators;
  • Oversight to ensure programs are able to meet donor and internal obligations on scope, time and budget, including efficient coordination on common program, operational and funding issues;
  • Facilitate sharing and learning across programs and support teams to incorporate learning into continuous programming;
  • Explore other opportunities to augment VillageReach work in related programmatic areas and recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed;
  • Perform any other duties assigned by the Country Director.


  • Oversee administrative operations of the programs under DCD, ensuring compliance with all local laws, donor policies, and organizational procedures and policies;
  • Act as the liaison between the programmatic staff and the finance team to ensure that the technical teams have the operational and financial support necessary to conduct program activities and that the finance team get adequately supported to safe guard VillageReach policies and procedures;
  • Manage and create professional development plans for direct reports.
  • Review all financial documentation for programs led by the DCD to ensure costs are attributed to the correct technical stream;
  • Work with the Country Director, Senior Manager- Finance and Administration and Program Managers to develop budgets for program development;
  • With the Country Director, track and ensure compliance with donor and VillageReach regulations at the Malawi office.

Team Management

  • Supervise, hire and orient new team members as necessary;
  • Provide team members with information, tools and other resources to improve performance and reach objectives;
  • Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.
  • Assist with programmatic activities (on any program), program reviews, and provide technical support to the Program Managers as designated by the Country Director.
  • Act as the Country Director in overseeing the overall the implementation of VillageReach’s programs in Malawi when the Country Director is out of the office, including monitoring of work plans and budgets and providing technical strategic guidance to the program staff.

Business Development

  • Assist Country Director, as needed, in maintaining strong relationships with donors and in developing new business opportunities for the Malawi programs.
  • Support with proposal writing for ongoing programs and for identified new program opportunities

Supervisory Responsibilities:

This position directly supervises 2-4 employees.

Education and Experience:

  • An MPH, MPA, MA, MSc (in a relevant field) or equivalent degree preferred and at least ten (10) years of direct program experience is required;
  • Significant global health experience, working and living in in low-income countries;
  • Knowledge and experience with supply chain programs preferred;
  • Significant experience in developing and maintaining professional relationships with government and non-governmental stakeholders to improve health outcomes;
  • Work experience building and managing budgets;
  • Writing and analytical skills;
  • Some management experience and skills working in collaborative international office environment that
  • Strong communication and cross-cultural management skills.

Other Requirements:

  • Established cultural competency in partnering with racial, cultural and linguistically diverse groups.
  • Proficiency in word processing, spreadsheet, and presentation programs;
  • Ability to work collaboratively and collegially in a small team and geographically dispersed team; and
  • Ability to prioritize and perform multiple tasks, problem-solve, and work under pressure.
  • Ability to travel 30% of the time within Malawi
