Early Childhood Development (ECD) Programming & Advocacy Strategy

for Save the Children Malawi

1. Background

Save the Children in Malawi has been implementing Early Childhood Development programmes in Malawi since 1983 when it first started its programmes at Mbalachanda in Mzimba South. Available documented records show that over the past 17 years SC has implemented a large number of strategic ECD programmes supporting Malawi government’s policies and strategies which evolved in focus from care to integration of agriculture and livelihood, nutrition, early stimulation, early learning, inclusion and transitions to lower primary.

2. Purpose of Consultancy:  As we embark on a new strategic period, SC Malawi wants to hire services of a competent Early Childhood Development specialist to take stock of its substantial ECD portfolio, looking at the various approaches of implementation, and their impact, analyse the political economy of the ECD sector in Malawi and provide recommendations on how Save the Children can best support the GoM’s efforts to improve coverage and quality of ECD service provision in Malawi, in terms of its programming and advocacy efforts.

3. Objectives, Activities, Outcomes and Timeframe

The objectives, activities and the intended outcomes of the ECD research and political economy analysis are described in the following table. The expected timelines for each activity are also noted below.

3) Establish Malawi Government’s ECD policy and strategy evolution flagging out potential sub thematic areas defining the journey to Vision 2063

1) Conduct power mapping of key stakeholders investing in ECD and their interests

2) Interview relevant government experts and development partners on vision, priorities, and most strategic investments needed to expand coverage of quality ECD provision

Report on Malawi government ECD policy and strategy evolution to be presented as a sub-section of the ECD strategy

Design SC-Malawi ECD strategy for 2022-2024 and beyond linking the current SC global and Country Strategic Plan and government NESIP 2020-2030

1) Organise a multi-stakeholder strategy development workshop for ECD in SC-Malawi from 2022-2024 and beyond using the recommendations of objectives 1-3 above as major reference material

2) Write an ECD strategy for 2022-2024 and beyond using the results of the multi-stakeholder workshop

3) Debrief SC-Malawi leadership on the draft strategy

4) Submit a final version of the strategy in both soft and hard copies

4. Expected Outcomes

Benchmarks for success include the following outcomes:

  • Capacity Statement and slide deck on SC contribution to ECD development in Malawi: 1983-2022
  • A 2022-2024 ECD strategy including-
    • analysis of key ECD programming actors approaches, impacts and vision
    • government and development partners vision, priorities, and most strategic investments needed to expand coverage of quality ECD provision
    • recommendations for SC programming and advocacy

5. Submission

Interested consultants should review the TORs and submit their Technical and Financial proposals through the email

The deadline for submission is Tuesday 15 July 2022.
