DI is seeking to hire a  Chief of Party (COP)  for an anticipated five-year  Strengthening Parliament’s Role in Malawi’s Development (SPRID)  in Malawi funded by USAID. SPRID will contribute to Malawi’s democratic governance by supporting the Parliament of Malawi to better fulfill its legislative, oversight and representative functions. The goal of the activity is to support the effectiveness and independence of Parliament by providing technical support to selected constitutional and standing committees, coordination between parliament and statutory oversight institutions around public integrity issues, and CSOs and media’s demand for accountability. The activity looks at both the technical capacity as well as the political incentives of Members of Parliament and staff to support a more robust legislative process, and more rigorous oversight. To maximize Parliament’s influence, the activity will leverage partnerships with oversight institutions and civil society and media to build coalitions for reforms that are responsive to the public interest. USAID released an  RFI  in April and we encourage applicants to read it.  This will be a full-time position based in Lilongwe, Malawi. This position is open to both expatriates and Malawian citizens and will be contingent on award and funding.  The anticipated award start date is estimated to be in February 2022.

The COP will lead programmatic, operational, and administrative activities of the activity and will report to DI’s Director of Program Management. The COP will be responsible for developing a strong vision and implementation of the program with an evidence-based approach, integrating innovative strategies and delivering on all objectives of the project. They will be responsible for overseeing the day-to-day management of all staff. They will also provide mentorship and training, as needed, for all staff. The successful candidate must be a development professional with significant international program management experience, experience in Malawi or other countries with similar settings, and demonstrated expertise in parliamentary and legislative. They will serve as the primary point of contact between USAID and the DI program.

Essential Job Duties:
The position’s  responsibilities  will include:
  • Provide overall technical and administrative leadership and expertise;
  • Serve as the primary liaison with USAID on management and technical matters;
  • Administer and manage the implementation of the activity;
  • Assure that all assistance provided is technically sound and appropriate to meet activity objectives;
  • Develop regular reports and ongoing activity monitoring consistent with the requirements of DI’s agreement with USAID and with internal reporting requirements;
  • Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures;
  • Manage the preparation and presentation of all work plans, MEL plans, and reports;
  • Be responsible for all aspects of coordination and communication, including with the Parliament of Malawi, GOM, political parties, other donors, universities, the civil society sector, and other potential implementing partners;
  • Represent DI externally at meetings, workshops, and other events; and,
  • Supervise the work of all organizations (sub-grantees) and individuals engaged under the activity.
  • Continue to build and lead DI’s dynamic local team;
  • Approve expenditures and other financial transactions in accordance with DI and USAID policies and practices;
  • Liaise regularly with USAID, local staff and partners, STTAs, and DI’s home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner; and
  • Manage relationships with local partners and government, civil society representatives, political parties, and international donor representatives.
Secondary Job Duties:
  • Contribute to ongoing Democracy International business development efforts, in Malawi and around the world.
  • Proven leadership qualities, excellent management skills and significant relevant experience in project management and staff supervision;
  • A Master’s degree (or higher) and 5 years’ relevant work experience, or relevant work experience of 10 years in lieu of an advanced degree;
  • Minimum of 10 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
  • Strong demonstrated skills in planning, MEL and programming adaptation, inclusion, and budgeting;
  • Substantial experience and technical expertise working on parliamentary committee strengthening, legislative strengthening, coordination with other oversight institutions, citizen engagement, civil society and media engagement, or other relevant topics;
  • In-depth familiarity with, understanding of, and ability to successfully navigate within the Malawian context preferred;
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders, including government officials, education professionals, community and civil society leaders, and international funders;
  • Professional fluency in English (both spoken and written) required.
  • This position is open to both expatriates and Malawian citizens.
  • This position reports to Director of Program Management.
  • Direct reports may include the DI Malawi team.
